Capital Minor Works Programmes 2003/04 and 2004/05

1. Summary

1.1 This report outlines;

      (i) progress with the 2003/04 Capital Minor Works Programme; and

    (ii) details of the 2004/05 Capital Minor Works Programme.

2. Capital Minor Works Programme 2003/04

2.1 The Capital Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2003/04 programme, £200,000 was allocated county-wide of which £20,000 was allocated to Fareham. The schemes included in the programme were:

      (i) Downend Road (Stage I) 10,000

          new footway from railway northwards; and

      (ii) Fisherman's Walk, Portchester 10,000

          provision of lighting

          Total £20,000

2.2 Downend Road works are programmed to start at the end of February and will take approximately two weeks to complete subject to weather. Funding provision is available for those works extending from the railway bridge to the entrance of the fitness club.

2.3 Fisherman's Walk lighting is also linked to match funding from Fareham Borough Council and from the Community Safety Lighting Programme. The works do require easements and other permissions which have been concluded. Materials have been ordered and the scheme is scheduled to be completed by the end of the year.

3. Capital Minor Works Programme 2004/05

3.1 The funding allocation for the 2004/05 programme county-wide is expected to be £200,000 of which Fareham, Havant and Gosport have an allocation of £50,000. Subject to final confirmation of the budget it is anticipated that this will enable one or two schemes to be implemented within Fareham during this financial year.

3.2 The attached Appendix details the current schemes within the Capital Minor Works Programme. Each scheme has been subject to a set of ranking criteria based on its benefits. The highest rated schemes from the list are:

      (i) A27 West Street Portchester; (£9,000);

      (ii) Bridge Street Titchfield; (£10,000); and

      (iii) Downend Road, (£10,000).

Recommendation

That Members indicate their preference for Minor Works Schemes in 2004/05 and the Executive Member for Environment be advised accordingly.
