To consider a report of the Director of Environment on the revised terms of reference, the scope of the new Highway and Transport Advisory Panels and their relationship with the area transport panels.

6. ALLOCATION OF THE HIGHWAY STRUCTURAL MAINTENANCE BUDGET AND ASSESSMENT OF HIGHWAY CONDITION

To consider a report of the Director of Environment outlining the process for allocating the highway structure maintenance budget and the indicators used for assessing the condition of the network.

7. HIGHWAY MAINTENANCE PROGRAMMES 2003/04 AND 2004/05

To consider a report of the Director of Environment informing Members of the progress made on the 2003/04 Highway Maintenance Programme and the details of the Highways Maintenance Programme and Budget for 2004/05.

8. CAPITAL MINOR WORKS PROGRAMMES 2003/04 AND 2004/05

To consider a report of the Director of Environment on the progress made with the 2003/04 Capital Minor Works Programme and details of the 2004/05 Capital Minor Works Programme.

9. STREET LIGHTING PROGRAMMES

To consider a report of the Director of Environment on the current position of Street Lighting Maintenance, Column Replacement, the Community Safety Initiative and the purchase of energy from April 2004 and other local issues.

10. TRAFFIC MANAGEMENT PROGRAMME 2004/05

To consider a report of the Director of Planning and Transportation, Fareham Borough Council on the traffic management programme for 2004/05 to be undertaken by Fareham Borough Council.

11. CASUALTY REDUCTION PROGRAMME AND SAFER ROUTES TO SCHOOL CAPITAL PROGRAMMES

To consider a report of the Director of Environment outlining the progress made on the Casualty Reduction Programme, the Hampshire Safety Camera Partnership and Safer Routes to School.

12. PROGRESS UPDATE ON SCHEMES IN THE CAPITAL PROGRAMME

To consider a report of the Director of Environment on the progress made on transport schemes within the 2003/04 and 2004/05 Capital Programme that have been approved for implementation within the Fareham area.

13. OTHER HIGHWAY RELATED PROGRAMMES

To consider a report of the Director of Environment detailing the programmes for Regeneration of Older Urban Areas, the Intelligent Transport Systems and Bridgeworks.

Thursday, 23 September 2004 at 10.00 a.m. the Collingwood Room, Civic Offices, Fareham Borough Council.

County Councillors attending as appointed members of this panel or by virtue of Standing Order 17.5; or with the concurrence of the chairman in connection with their duties as members of the Council as a local County Councillor qualify for travelling expenses.
