1. Summary
1.1 This report provides a progress update on transport schemes within the 2003/04 and 2004/05 Capital Programmes that have been approved for implementation in the Hart area. These are set out in the attached appendix.
1.2 Schemes in the Capital Programme are financed from the Local Transport Plan (LTP), which consists of Central Government basic credit approvals and/or external funding (EF) received from developers or other contributors.
2. Capital Schemes 2003/04
Murrel Green Public Transport - £20,000
2.1 Consideration is being made for improvements to the Bus Services Infrastructure in Murrel Green. Investigation is under way for the provision of a public bus service to assist employees in the local area with home to work journeys.
Galley Hill, Church Crookham - £32,000
2.2 Improvements to pedestrian facilities in the vicinity of the school and improve the Galley Hill Road/Gables Road junction. Complete.
NEHTS Village Traffic Management (Parish Partnership) £50,000
2.3 (i) South Warnborough, road narrowing and traffic islands. Complete.
(ii) Reading Road, Hook, priority traffic calming build-outs. Complete.
Elvetham Road Traffic Calming
2.4 The recent Hampshire County Council questionnaire survey on the traffic calming along Elvetham Road was intended to seek the views of the residents in the immediate vicinity of Elvetham Road. Some 500 questionnaires were either delivered or left for collection at Hart District Council and Fleet Library. Due to a higher than expected demand additional copies were made available and the local Star Newspaper also printed a version with its own editorial. This brought the total number of responses to 1,562.
2.5 The wider area of respondents to the survey show that only 5% support the traffic calming. However this is in contrast to the 42% of residents responding from Elvetham Road who wish to keep the traffic calming and the 85% of those same residents who would like additional or alternative calming type measures to be installed.
2.6 As a consequence the traffic calming package of measures is currently under review to ensure that the views of those immediately affected residents can be given due prominence with any amended or additional measures with regard to speed management and road safety.
ITS A30 Lidl, Blackwater EF (developer to construct and pay for) (£35,000 taken for Closed Circuit Television)
2.7 Changes to existing traffic signals. Complete.
3. Transport Capital Programme for 2004/05
NEHTS Public Transport Infrastructure and Information - £100,000
3.1 Consideration towards bus stop and signing improvements, including rail stations.
Village Traffic Management (Parish Partnership) - £50,000
3.2 Schemes to be developed with local councils, including Odiham and North Warnborough.
A30 Blackwater - £30,000
3.3 Improvements to the A30 Vicarage Lane/Kings Parade signalling in consultation with Blackwater Town Council - investigations under way with a view to improving the operation of signals.
Fleet Town Centre Traffic Management - £2.6 million
3.4 Continuing design and consultation with Hart District Council and Fleet Town Centre Group. The programmed date for start of works is early 2005/06. Improvements will include pedestrian crossing areas, junction safety improvements and Hart District Council car park improvements. A newsletter is to be produced for information.
ITS Fleet Road, Hartley Wintney - £76,000
3.5 New puffin crossing.
Recommendation
That Members note the progress made on the Transport Capital Programme schemes for 2002/03 and support the schemes approved for inclusion in the Capital Programme for 2004/05.
