Traffic Management Programmes 2003/04 and 2004/05

1. Summary

1.1 This report covers the main programmes of traffic management work completed and in progress in the Hart area in 2003/04 and also the proposed programme for 2004/05. Those included are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes.

2. Background

2.1 An Agency Agreement to enable the District Council to undertake traffic management work on behalf of the County Council is currently being negotiated and it is hoped that arrangements can be finalised for Hart District Council to assume the Agency role from 1 April 2004. When concluded, the District Council would then be the first point of contact for traffic management issues.

3. Traffic Regulation Orders and Signing and Lining Schemes

3.1 Traffic management issues are raised in a number of ways, usually via local County, District or Parish Members or the public and occasionally by the Police and other emergency services. These issues are prioritised and investigated, which may result in schemes being proposed for inclusion in the programme. The current programme of schemes for the Hart area, separated into Traffic Regulation Orders (TROs), speed limits and traffic management schemes, undertaken or due to be completed in 2003/04 is shown in attached Appendix 1. Schemes currently scheduled for the 2004/05 programme are listed in Appendix 2.

3.2 The programmes constantly evolve, with new schemes that may arise as a high priority being added to the list as necessary. At the same time, listed schemes may be modified or deleted as consultations progress and where the advertising procedure for TROs gives rise to objections.

4. Parish Partnerships

4.1 Parish Partnership schemes arise as a result of a Parish Council wishing to address traffic related issues of concern to local residents, which otherwise would not be a priority for County Council funding. For these schemes a financial contribution is made by the Parish with matched funding from the County's Programme. There are no Parish Partnerships currently under way in the Hart area, although more major schemes in Old Reading Road North, Hook and B3349 Alton Road, South Warnborough, which arose from discussions about potential partnerships, are reported elsewhere on the Agenda.
