1. Summary
1.1. The following decisions are sought:
1.2. That statutory notices be published in accordance with sections 28 and 29 of the Schools Standards and Framework Act 1998, of the County Council's intention to:
(a) Discontinue Blackfield Infant School and Blackfield Junior School, with effect from 31 August 2006 and
(b) Establish a new, 540 place, community primary school on the Blackfield Junior School site, with effect from 1 September 2006;
(c) Discontinue Langdown Junior School with effect from 31 December 2004 and
(d) Make a prescribed alteration to Langdown Infant School to become a 210 place primary school with early years provision, with effect from 1 January 2005 (in the first instance, in the present schools' buildings, and to transfer to adapted and extended school buildings on the Langdown Junior School site with effect from September 2006).
(e) That the future organisation of Holbury Infant School, Holbury Junior School and Manor Infant School be deferred for further consideration at the Executive Member's decision day on 25 March.
2. Reason(s)
2.1. These decisions support Aim 1 of the Corporate Strategy (maximising life opportunities) by improving the range of educational services available for the local community and making the best use of physical resources.
2.2. To meet the strategic responsibilities of the County Council for planning the provision of school places.
2.3. To further develop and enhance early years provision in the east New Forest area.
2.4. To provide robust local schools and improve children's learning environments through capital investment.
3. Other options considered and rejected
3.1. The amalgamation of Langdown Infant School and Langdown Junior School to form a 210 place primary school with early years provision, through closure of both the existing Langdown Schools and the creation of a new primary school on the junior school site.
3.2. The amalgamation of Langdown Infant School and Langdown Junior School to form a 330 place primary school on the junior school site, with early years provision.
3.3. The closure of Langdown Junior School, the re-designation of the school's catchment area to Wildground Junior School and the consequent enlargement of Wildground Junior School.
3.4. The amalgamation of Blackfield Infant, Blackfield Junior and Fawley Infant schools to form a 630 place primary school on the junior school site.
3.5. The amalgamation of Blackfield Infant and Fawley Infants schools to form a 270 place infant school o the Blackfield Infant School site.
