1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal for the installation of a Toucan crossing on Hamble Lane, Bursledon, at an estimated cost of £86,000 (£60,000 externally funded) be approved.
2. Reason
2.1 The installation of a Toucan crossing supports Aims 2 and 4 of the Corporate Strategy (Stewardship of the environment and Building strong and safe communities) by providing facilities that will encourage safe cycling and walking. It will assist pedestrians and cyclists to cross the busy Hamble Lane and will provide a link in the developing cycle network in this part of Bursledon.
3. Other Options Considered and Rejected
3.1 Other types of crossing are not appropriate on the grounds that provision needs to be made for both pedestrians and cyclists. Traffic signals at the nearby Portsmouth Road junction were rejected as land would be required and this would damage the local environment.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT (Client Department) |

This scheme supports Aims 2 and 4 of the Corporate Strategy by providing facilities that will encourage safe cycling and walking. The B3397 Hamble Lane is the main link to the Hamble Peninsular and peak hour traffic flows are in the region of 1500 vehicles, where a pedestrian and cycle route crosses Hamble Lane south of Portsmouth Road. There is a refuge at this location which assists cyclists and pedestrians but the volume of traffic makes it difficult for them to cross safely. A survey of traffic, cycle and pedestrian flows gave a PV2 value of 0.57 x 108 which reaches a level where a controlled crossing can be justified. In view of the particular circumstances, a signal controlled Toucan crossing is the most appropriate for the location. The scheme is included in the 2004/05 Capital Programme. The development funding has been obtained from three local developments (PT33A/724, 894 and 963). |

The proposal is included in the Hamble Area Transportation Strategy approved by the former South West Hampshire Transportation Panel on 4 November 2003 and the Executive Member for Environment on 9 December 2003. It will provide improved facilities for pedestrians and cyclists and a safe route to school. | |
Details of Scheme and Design Standards | |
The crossing design complies with the Department for Transport and Hampshire County Council standards and has been safety audited at the appropriate stages in the design process. The provision of a crossing at the location is justified in accordance with normal criteria. | |
Environmental Impact | |
There will be minimal impact on the local environment. | |
Land Requirements | |
No land acquisitions required. All works to be confined within existing public highway limits. | |
Statutory Procedures | |
All necessary statutory requirements have been satisfied in the development of this proposal. | |
Public Consultation | |
Public notices were posted on 10 December 2003 at this site for 28 days giving details of the proposal. No comments have been received. Hamble Parish Council and Bursledon Parish Council were also sent copies of the notice. | |
Local Member's View | |
The local Member, Councillor House, supports the proposal. | |
Facilities for the Disabled | |
The proposed crossing incorporates tactile paving and audible warnings for the visually impaired, with flush kerbs at the crossing point for wheelchairs, prams and the less mobile. | |
Maintenance Implications | |
The revenue implications of this proposal will be taken into account in the setting of the annual base budget. | |
Crime and Disorder Act 1998 | |
The provisions of this Act have no impact on this proposal. | |
Sustainability | |
The Toucan crossing supports walking and cycling which are both sustainable forms of transport. |

ROAD IMPROVEMENT - ALTERNATIVES CONSIDERED (Client Department) |

Alternative types of crossing are not appropriate on the grounds that both pedestrians and cyclists need to be catered for. A study was carried out which examined the feasibility of installing traffic signals at the adjacent Hamble Lane/Portsmouth Road junction. The aim of the study was to control the conflict between traffic, cycle and pedestrian movements and to reduce delay for traffic. The study concluded that these objectives could not be met without acquiring land which would be expensive and would also damage the local environment. This option was therefore rejected. |
