1. Summary
1.1 The following decisions are sought:
(i) That the funding of student expenses of £600 per annum for research to help deliver the Hamble Estuary Management Plan, to be met from the environment maintenance budget for the Harbour, be approved.
(ii) That the Harbour Master be authorised to proceed with the Service Exchange Programme for replacing the patrol boat engines at a maximum cost in 2005 of £13,500 and in 2006 of £9,500.
(iii) That a feasibility study be carried out by Sea Fish into the provision of a Fisherman's Jetty at Warsash at no cost to the County Council, and for the study to include a risk assessment and a financial appraisal.
2. Reason
2.1 These projects support Aim 2 (Stewardship of the environment) of the Corporate Strategy by contributing to the statutory duties entailed in the management of the River Hamble.

7. Introduction
7.1 This report aggregates and updates the various financial decisions which were brought to the River Hamble Executive Member's Group on 10 February 2004.
8. Financial Issues
Hamble Estuary Management Plan Research Fund
8.1 The report requested a contribution to a fund to assist students for expenses related to research as well as a small payment as recognition of their contribution. The contribution of £600 per annum along with other contributions from other members would be paid into a fund administered by the Estuary Management Plan Implementation Forum.
8.2 The decision required is for a contribution to be made to the fund from the Environmental Maintenance Budget.
Potable Water Hamble Jetty
8.3 The initial report to the Member's Group did not cover the financial implications of this project. Additional work in the form of a simple cost benefit analysis has been carried out by the Harbour Master and Finance Staff to agree carry out this project. It is intended to bring this document to the next River Hamble Executive Member's Group on 5 March for ratification.
8.4 No decision is required until the Cost Benefit Analysis has been signed off.
Purchase Strategy for Replacing Engines on the Patrol Boats
8.5 The report to the Members' Group covers the replacement of engines for the patrol and sets out a Service Exchange Programme. The Harbour Master has confirmed that the agreed budget, including additional costs in the first year, is sufficient.
8.6 The decision required is for Harbour Master be authorised to proceed with the Service Exchange Programme.
Fisherman's Jetty at Warsash
8.7 The report to the Member's Group examines the construction of a Fisherman's Jetty and seeks approval for the principles of the development and also to further develop proposals relating to funding arrangements and long term maintenance. A feasibility study, including a risk assessment, will be required to understand the implications of the proposal for the Harbour Authority. The cost implication and funding of the study is not known.
A decision is required to investigate the project further. Funding for a feasibility study needs to be identified.
