1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for the implementation of street lighting for Elles Road and Meudon Avenue, Farnborough, at an estimated cost of £120,000 (to be externally funded) be approved.

2. Reason

2.1 This decision supports Aims 4 and 5 of the Corporate Strategy (Building strong and safe communities and Improving services) by installing and improving street lighting on these roads.

2.2 Funding for the scheme is required to install street lighting on parts of Elles Road, and to bring up to current standard the street lighting along Meudon Avenue.

3. Other Options Considered and Rejected

3.1 Taking no action.

Scheme

Elles Road/Meudon Avenue, Farnborough - Street Lighting.

7.1

Introduction

Elles Road currently has provision of street lighting along part of its length, but requires additional lighting due to its use as a footway and cycleway along with vehicular use. Meudon Avenue has street lighting, however this is below current standards and so requires replacement. The scheme is supported by local Members.

7.2

Details

Elles Road requires the installation of 51 street lighting columns along two lengths of highway not currently benefiting from lighting. This will improve safety for pedestrians and cyclists who use the route. Meudon Avenue requires the replacement of 6 columns to bring the existing lighting up to current standards. At present the lighting dates back to the 1970s.

A location plan is attached and a detailed scheme plan will be displayed at the meeting.

7.3

Standards

The proposals have been designed to meet current national and County Council standards for this type of scheme, and will conform to all recommendations from the Safety Audit which is currently underway.

7.4

Statutory Procedures and Consultation

No statutory procedures are required to implement the scheme.

The proposed street lighting does not affect local residential areas, and so no direct public consultation took place. There is, however, a history of public requests for lighting along Elles Road as reported by local Members at the former Rushmoor Highway Management Advisory Panel. Consultations will, however, take place with the authorities at Farnborough Airport.

7.5

Policy Considerations

The proposals are consistent with the transport policies of the Rushmoor Borough Local Plan, the North East Hampshire Area Transport Strategy and the County Council's Local Transport Plan. They also meet the objectives of the encouragement of alternative forms of transport to the private car and Safer Routes to School.

7.6

Environmental Impacts

The scheme will contribute to a safer and improved environment for pedestrians and other road users. There are no adverse environmental impacts.

7.7

Land Requirement

No land acquisition required. All works to be confined within existing public highway limits.

7.8

Alternative Arrangements

No alternatives arrangements were investigated.

7.9

Local Member's View

The local Member, Councillor Mrs Devereux, supports these proposals.

7.10

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

7.11

Sustainability

The scheme will improve the environment for walking/cycling and may help reduce dependence on the motor car.
