Traffic Management Programmes 2003/04 and 2004/05

1. Summary

1.1 This report covers the main programmes of traffic management work completed and on-going in the East Hampshire area in 2003/04 and also the proposed programme for 2004/05. The schemes included are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes, together with capital funded Parish Partnership schemes.

2. Background

2.1 Since East Hampshire District Council has resolved not to pursue the agency for traffic management within the District Council area, all traffic related issues are dealt with directly by the County Council. The relevant staff are based in Winchester and will continue to be the first points of contact on traffic management matters.

3. Traffic Regulation Orders and Signing and Lining Schemes

3.1 The list of schemes in the 2003/04 Traffic Management Revenue Programme in the East Hampshire District Council area is shown in Appendix 1. At this stage in the financial year, most are either completed or are expected to be completed shortly. A number of important TROs, including new speed limits in Upper and Lower Froyle, Liss and Oakhanger, have been introduced and significant progress in addressing a backlog of minor traffic management and signing issues has been made.

    3.2 The Traffic Management Programme constantly evolves during the year, with new schemes that may arise as a high priority being added to the list as appropriate. At the same time, schemes already in the programme may slip, be modified or deleted as consultations progress and where the advertising procedure for TROs gives rise to significant objections. The proposed programme for 2004/05, as it stand at present, is shown in Appendix 2 and contains schemes that have already been progressed as well as those requiring attention as soon as resources allow.

4. Parish Partnership Programme

4.1 Further progress has been made on those schemes already identified in the Parish Partnership programme within the East Hampshire District area. Appendix 3 includes those schemes progressed to completion or nearing completion in 2003/04 and Appendix 4 identifies those proposals which are intended for progression in 2004/05.
