1. Summary
1.1 This report outlines:
(i) progress with the 2003/04 Capital Minor Works Programme; and
(ii) details of the 2004/05 Capital Minor Works Programme.
2. Background
2.1 The Capital Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2003/04 programme £200,000 was allocated countywide of which £19,000 was allocated to East Hampshire. The schemes in the programme were:
(i) footway at Roedowns Road Medstead - constructed during Spring half-term holiday;
(ii) dropped kerb crossings at Patricks Copse Road Liss - details of precise locations being agreed with the parish council, work imminent; and
(iii) footway at Station Road Liss - scheme cancelled, to be substituted by traffic management measures (with the traffic management team).
3. Capital Minor Works Capital Programme 2004/05
3.1 The funding allocation for the 2004/05 programme countywide is again expected to be in the region of £200,000. Subject to final confirmation of the budget it is anticipated that this will enable two schemes to be implemented within the East Hants area during this financial year.
3.2 The current schemes within the Capital Minor Works Programme are as follows. The two schemes listed combine to produce a useful through route for pedestrians along Station Road, Bentley, from the village to the Bentley railway station. Both are supported by the local Members.
(i) new footway from Anstey Bridge to Bentley Station, Bentley; and
(ii) new footway from South Green Farm to Anstey Bridge, Bentley.
3.3 The following schemes remain on the Rolling programme for the Capital Minor Works Programme in the East Hants area and will be considered for construction next year. All are supported by the local Members:
(i) new footway for about 100m. along School Lane, Sheet from the junction with Farnham Road;
(ii) widen existing narrow footway along the eastern end of Long Lane, Sheet to match the remainder along this road;
(iii) reconstruct narrow rural footway at B3004 Hill House Hill and Standford Lane, Standford (from unsurfaced to full black-top construction); and
(iv) reconstruct narrow rural footway along Dean Lane Finchdean and Finchdean Road Rowlands Castle (from unsurfaced to full black-top construction).
Recommendation
That Members indicate their preference for Minor Works Schemes in 2004/05 and the Executive Member for Environment be advised accordingly.
