1. Summary
1.1 This report outlines:
(i) progress with the 2003/04 Capital Minor Works Programme; and
(ii) details of the 2004/05 Capital Minor Works Programme.
2. Capital Minor Works Programme 2003/04
2.1 The Capital Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2003/04 programme £250,000 was allocated county-wide, of which £25,000 was allocated to the New Forest. The schemes included in the programme were:
(i) Bashley Common Road, Bashley £5,000
Provision of new footway and verge protection
works (complete)
(ii) B3055 Arnewood Bridge Road, Sway £8,000
Provision of new footway
(works programmed for March 2004)
(iii) C111 Vaggs Lane, Hordle £7,000
New footway (south end) along western side
to recreation ground entrance
(currently being discussed with parish council,
works to follow)
(iv) Lime Kiln Lane, Fawley £5,000
Footway link from new residential development
to existing footway (complete)
Total £25,000
3. Capital Minor Works Programme 2004/05
3.1 The Capital Minor Works programme has historically been very popular, with demand for schemes greatly exceeding the funds available. The funding allocation for the 2004 programme county-wide is expected to be maintained at a level similar to that of 2003/04. Subject to final confirmation of the budget it is anticipated that this will enable three schemes to be implemented within New Forest during this financial year.
3.2 From the highest priority schemes on the rolling programme the following are scheduled to be included in the firm programme, subject to the approval of the Executive Member for Environment. Each scheme has been subject to a set of ranking criteria based on its benefits. The highest rated schemes from the programme are:
(i) C97 South Street, Hythe £10,000
Provision of new footway
(ii) A337 Queen Street, Lymington £5,000
New pedestrian crossing point
(iii) U121 The Bickerley, Ringwood £10,000
Provision of rural footway
Total £25,000
3.3 The above schemes and others from the rolling programme that have been considered but not included within the 2004/05 programme are shown in the Appendix, together with their respective priorities.
Recommendation
That the Panel be invited to comment on the suggested programme for 2004/05.
