1. Summary
1.1 This report covers the main programmes of traffic management work completed and on-going in the Basingstoke area in 2003/04 and also the proposed programme for 2004/05. The schemes included are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes, together with capital funded Parish Partnership schemes.
2. Traffic Regulation Orders, Signing and Lining and Traffic Calming Schemes
2.1 Traffic management issues are raised in a number of ways, including via local District Members, County Members and the public or occasionally by the Police or other emergency services. These issues are prioritised and investigated, which may result in schemes being proposed for inclusion in the programme. The current list of schemes, separated into waiting restrictions, speed restrictions and traffic management schemes, undertaken or to be completed in the 2003/04 programme in the Basingstoke area is shown in Appendix 1. Schemes for the 2004/05 programme in the Basingstoke Area are listed in Appendix 2.
2.2 The programmes constantly evolve, with new schemes that may arise as a high priority being added to the list as necessary. At the same time, listed schemes may be modified or deleted as consultations progress and where the advertising procedure for TROs gives rise to objections.
3. Parish Partnership Programme
3.1 Further progress has been made on those schemes already identified within the Basingstoke District area. Appendix 3 includes those schemes progressed to completion or nearing completion in 2003/04 and Appendix 4 identifies those proposals which are intended for progression in 2004/05.
3.2 Schemes which are funded from the Capital, Rural Traffic Management budget are listed elsewhere on this Agenda.
