29 DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. Councillor W.H. Wheeler declared a non-pecuniary interest in the matters under discussion, as a life member of UNISON.

33 EXCLUSION OF THE PRESS AND PUBLIC
RESOLVED:
That, by virtue of paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting for consideration of the following items.
34 STRATEGIC DIRECTION OF PAY AND BENEFITS
The Committee considered the confidential report of the County Personnel and Training Officer (Item 6 in the Minute Book) on the proposed strategic direction of the pay and benefits project. Members also received a detailed presentation by the officers which covered a number of key issues ranging from the need for change and the proposed direction, through to the steps for implementing the new proposals. A full discussion ensued during the course of which the officers answered a wide range of Member questions.
RESOLVED:
That the Committee approves the broad strategic direction of the pay and benefits project as set out in the report to enable discussions to commence with the Trade Unions.
35 A-G MANAGEMENT GRADE REVIEW
The Committee considered the confidential report of the County Personnel and Training Officer (Item 7 in the Minute Book) on the A-G salary review. After due consideration of the possible options, the Committee agreed a pay offer from 1 April 2004 in respect of A-G Management Grades to be put formally to the Staff Representative Group by the County Personnel and Training Officer and asked that a report be presented to the next meeting reviewing the Hampshire position with jobs in comparator authorities, and against the Hay Median.

CHIEF OFFICER SALARY REVIEW
The Committee considered the confidential report of the County Personnel and Training Officer (Item 8 in the Minute Book) on the Chief Officer salary review. After due consideration of the possible options, the Committee agreed a pay increase from 1 April 2004 in respect of the County Council's Chief Officers.
