AT A MEETING of the RUSHMOOR HIGHWAY AND TRANSPORT MANAGEMENT ADVISORY PANEL held at Rushmoor Borough Council, Farnborough on 19 March 2004.

40. DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. Any declaration to be made at the time of the debate.

Minute 32 Highways Maintenance and Capital Works Programmes 2003/04


Members raised the question of gully emptying and "hot spots" remaining in the borough, and whether a central database of information of this work would be practical. Gully emptying started at the beginning of January, 2004 and with one month to go Farnborough had been completed.

Members cooperation was requested regarding the reporting of "hot spots" of which they became aware, and a programme showing progress of this work was to be sent to them by the Assistant Chief Executive, Hampshire Highways North - Rushmoor.

44. REVISED ROLES OF PANELS

The Panel considered the report of the Director of Environment (Item 5 in the Minute Book) setting out the revised terms of reference, and scope for the new Highway Transport Advisory Panels and the relationship with the Area Transport Panels.

The Borough Council welcomed the offer of involvement, and would reflect on the proposals, as they wished to consider the most effective level for involvement. They would write to the Chairman of the Panel and the Executive Member for Environment with their conclusions.

That the report be noted.

45. WEED KILLING IN RUSHMOOR

The Panel considered the report of the Director of Environment (Item 6 in the Minute Book) regarding the intention to retain weed killing in the County Council's Highways Term Maintenance Contract (TMC) during 2004.

The Chairman of the Panel was to attend the Borough Council's Environmental Policy and Review Committee several times during the year as a link person so that the matter could be kept under review.

RESOLVED:

That the report be noted.

46. ALLOCATION OF THE HIGHWAY STRUCTURAL MAINTENANCE BUDGET AND ASSESSMENT OF HIGHWAY CONDITION

The Panel considered the report of the Director of Environment (Item 7 in the Minute Book) outlining the process for allocating the Highway Structural Maintenance Budget using current condition measurement techniques, and summarising the indicators used for assessing the condition of the Network.

Members wished to understand how Best Value Performance Indicators were used to identify the highest and lowest rated schemes for inclusion in the Highway Structural Maintenance Budget and to have an opportunity to comment on schemes.



RESOLVED:

    (i) That the report be noted.

    (ii) That a report be made to the Panel using a sample of 10 roads in the Borough to illustrate how road conditions were assessed for inclusion in the programme using the H-A-M-P rating system.

47. HIGHWAY MAINTENANCE PROGRAMMES 2003/04 AND 2004/05

The Panel considered the report of the Director of Environment (Item 8 in the Minute Book) on progress with the 2003/04 Highways Maintenance Programme; 2004/05 Highways Maintenance Budget and 2004/05 Highways Maintenance Programme.

The total locally managed allocation for Rushmoor in the 2003/04 Highways Maintenance Programme revenue maintenance budget was £378,000. The total locally managed allocation in the Capital Maintenance Programme for 2003/04 was £728,700.

RESOLVED:

That the report be noted.

48. CAPITAL MINOR WORKS PROGRAMME 2003/04 AND 2004/05

The Panel considered the report of the Director of Environment (Item 9 in the Minute Book) outlining progress with the 2003/04 Capital Minor Works Programme and details of the 2004/05 Capital Minor Works Programme.

RESOLVED:

That the Panel expresses its preference for the following Minor Works Schemes in 2004/05:-

    (i) Cherrywood Road, Farnborough

    (ii) The Avenue/Guildford Road, Aldershot

    (iii) Chapel Lane, Farnborough, to be held in reserve.

49. STREET LIGHTING PROGRAMMES

The Panel considered the report of the Director of Environment (Item 10 in the Minute Book) on the current position of Street Lighting Maintenance; Column Replacement Community Safety Initiative (CSI) and the purchase of energy.

That the report be noted.

50. TRAFFIC MANAGEMENT PROGRAMMES 2003/04 AND 2004/05

The Panel considered the report of the Director of Environment (Item 11 in the Minute Book) on traffic management work completed and progress in the Rushmoor area 2003/04 and the proposed programme for 2004/05.

RESOLVED:

That the report be noted.

51. CASUALTY REDUCTION AND SAFER ROUTES TO SCHOOL PROGRAMMES

The Panel considered the report of the Director of Environment (Item 12 in the Minute Book) on progress on the Casualty Reduction Programme, Hampshire Safety Camera Partnership and Safer Routes to School Programme.

Members were urged to encourage schools to participate in the Safer Routes to School Scheme. The Panel were circulated with a copy of Appendix 4 setting out the current position regarding the development of School Travel Plans by schools in the Rushmoor area. It was the County Council's intention to require all Safer Routes to School schemes from 2004/05 financial year to be associated with the development and publication of School Travel Plans by the directly affected schools.

RESOLVED:

    (i) That the report be noted.

    (ii) That the Panel endorse and support the 2002/03 Annual Review of the Hampshire Safety Camera Partnership initiative.

52. PROGRESS UPDATE ON APPROVED SCHEMES

The Panel considered the report of the Director of Environment (Item 13 in the Minute Book) on progress on transport schemes within the 2003/05 and 2004/05 Capital Programmes and the provisional programme for 2005/06.

Members requested information updating them on progress and achievements with School Travel Plans in North West Farnborough for the Autumn meeting.

RESOLVED:

That progress made on the Transport Programme be noted, and that schemes approved for inclusion in the Capital Programme for 2004/05 be supported.

53. OTHER HIGHWAY RELATED PROGRAMMES

The Panel considered the report of the Director of Environment (Item 14 in the Minute Book) detailing programmes for Regeneration of Older Urban Areas Intelligent Transport Systems and Bridge Works.

It was reported that Church Lane East bridge parapet was in poor condition and in need of urgent investigation/repair.

That the report be noted.
