Progress Update on Approved Capital Schemes

1. Summary

1.1 This report provides a progress update on transport schemes within the 2003/04 and 2004/05 Capital Programmes that have been approved for implementation in the Rushmoor area. These are set out in the appendix.

1.2 Schemes in the Capital Programme are financed from the Local Transport Plan (LTP), which consists of Central Government basic credit approvals and/or external funding (EF) received from developers or other contributors.

2. Capital Schemes 2003/04

      Farnborough Town Centre Signing - £125,000

2.1 Implementation of traffic signs to improve destination ease of accessibility and reduce signage clutter. Complete.

      Ayling Lane - Traffic Calming - £55,000

2.2 Implementation of speed humps along Ayling Lane and Church Lane West, to discourage the use of the roads as a through road and to improve safety. This results from requests by local residents for a solution to the traffic problems in the area. The scheme will be completed, following a trial period, in late March/early April 2004.

      Highway Improvements West Aldershot - £200,000

2.3 Implementation of several aspects to improve the area in terms of safety, access and sustainability. This will include the pedestrianisation of Upper Union Street, introduction of traffic calming measures in the local vicinity, additional parking (with limits/restrictions), relocation of a crossing point and the implementation of a shared cycle/pedestrian footway. The scheme will start construction in late March 2004.

    ITS A323 Ash Road, Aldershot - EF (developer to construct and pay for)

2.4 Installation of three new traffic signal junctions. Work completed.

3. Capital Schemes 2004/05

      A325/A30 Route 1 Corridor Phase I11 - £400,000

3.1 The first phase of this scheme, implemented to give bus priority, maintenance, street lighting and cycle measures in Rushmoor, was substantially completed in September 2003. Monitoring of the scheme's success is currently under way. Hackney carriages have now been permitted to use the bus lanes under an experimental traffic order. This trial period will continue to run until at least May 2004. A decision will subsequently be made on whether it will become permanent, subject to satisfactory results from the ongoing monitoring.

3.2 Phase II of the scheme involves bus priority measures along the A30 London Road within Surrey. These works are due to start in the next month or so.

3.3 For Phase III of the A325/A30 Route 1 Corridor bus improvements (now proposed to be renamed `Blackwater Valley Quality Bus Partnership') consideration is to be given to the development of Real-Time Information (RTI) (to link with neighbouring authority RTI programmes), and bus stop upgrades and enhancements and improvements that might be made in Aldershot town centre to improve bus access and patronage. It will be necessary to ensure that the proposals developed add value and complement future potential developments, such as the Aldershot Urban Extension.

      Lynchford Road Toucan, Farnborough - £65,000

3.4 The crossing point will provide a signal controlled facility for pedestrians and cyclists, linking existing footways and cycle routes between the Artillery Road area and leading to Park Road and the bridge over the Blackwater Valley route. Works are expected to start in May 2004.

      Summit Avenue Cycle Scheme - £280,000

3.5 Implementation of a shared pedestrian/cycle route along the A327 Summit Avenue, in order to improve safety for pedestrians and cyclists. The proposed route will be on the southern side from the Nokia development to Southwood Road, where it will join an on-road section down the distributor road, until it reaches the existing Ively Road cycle link. Public consultation took place in February 2004 and it is expected works will start mid to late 2004.

      North Camp Regeneration - £100,000

3.6 A study to review the area has been completed and is currently being reviewed by County Council and Borough Council officers. A site meeting has also been held between officers and Members to discuss future plans for North Camp. Following the study it was evident that further survey work to better understand the vehicle flows through the North Camp area was needed; this survey has been commissioned. It is anticipated that the results will influence the final design for a scheme in Park Road which has been identified as the priority scheme for North Camp. During this process a number of other schemes have been identified and ranked in priority. These will form part of a longer term transport improvement plan for the area. It is anticipated that the scheme will be out for public consultation in summer 2004 but it is likely that construction will not be possible until late 2004 or early 2005 because of the need to undertake further survey work.

      A323 Ash Road - £250,000

3.7 Following the recent Transport Policy studies, further consultation has taken place with Rushmoor Borough Council to review the specific requirements of the scheme and maximise the user benefits. This is likely to involve additional pedestrian refuges; alignment and maintenance of kerb lines; widening of footways; and changes to existing footpath routes. Implementation is expected in 2004/05.

      B3272 Including Yateley - £200,000

3.8 A Highway Management Study has been undertaken on the B3272, A327 and A30 corridor. This resulted in a consultation exercise being undertaken in November 2002 which was reported to the former North East Hampshire Transportation Strategy Panel in October 2003. From this, certain measurers were supported for further consultation and detailed consideration, and an officer Working Group is being established to look into and progress with the aim of delivering the scheme in 2004/05.

      A327 Elles Road Street Lighting - £120,000

3.9 The scheme involves the implementation of street lighting along two currently unlit sections of Elles Road, a shared pedestrian/cycle path, and the upgrading of existing street lighting on Mendon Avenue which is currently below standards. Works are expected to start in late spring to ensure completion prior to the Farnborough Air Show.

      NEHTS Village Traffic Management - £50,000

3.10 Schemes are to be developed following consultation and discussion with local councils.

      NEHTS Public Transport Infrastructure and Information - £100,000

3.11 Consideration towards bus stops and signing improvements, including rail stations.

Recommendation

That Members note the progress made on schemes in the Transport Capital Programme and support the schemes approved for inclusion in the Capital Programme for 2004/05.
