1. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. To consider the report of the County Education Officer giving details of the Sure Start Strategic Plan for the period 2004-2006 prior to its adoption by the Executive Member for Education and implementation from 1 April 2004.
6. LEIGH PARK EDUCATION ACTION ZONE - TRANSFORMATION TO HAMPSHIRE EXCELLENCE CLUSTER (Report herewith)
To consider the report of the County Education Officer on the outcome of consultations with schools in the Leigh Park Education Action Zone and on the proposal to transform the EAZ into an Excellence Cluster with effect from 1 January 2005, and to give their advice thereon to the Executive Member for Education.
7. DETERMINATION OF SCHOOL ADMISSION ARRANGEMENTS 2005/06

To consider the report of the County Education Officer on proposals for revised admission policies for community and voluntary controlled schools; the scheme for coordinating secondary admissions in 2005; the development of the role of the County Admissions Team to take over responsibility for admissions to some secondary schools in 2005; arrangements to approve published admission numbers for community and voluntary controlled schools; and arrangements for making objections to the Schools Adjudicator in respect of published admission numbers set by admission authority schools which are considered to be inappropriate, and to give advice thereon to the Executive Member for Education.

To consider the report of the County Education Officer on progress with implementing the improvement plan arising from the Best Value Review of the Education Welfare Service.
9. OPTIONS REPORT OF THE EDUCATION OTHER THAN AT SCHOOL SERVICE (EOTAS) BEST VALUE REVIEW (Reports herewith)
To consider the report of the Chief Executive, together with a detailed report of the County Education Officer, on the options report for the EOTAS Best Value Review and on the recommended outcomes for service improvements, based on retention of a centrally controlled and funded EOTAS service, developed to fulfil the requirements of "Every Child Matters" and the Children Bill.
10. BEHAVIOUR SUPPORT (Report herewith)
To consider the report of the County Education Officer on the developing arrangements to provide support to schools on matters related to behaviour and exclusions.
11. IMPLEMENTATION OF THE EDUCATION STRATEGY : SUPPORTING IMPROVED PROGRESS FOR PUPILS (Report herewith)
To consider the report of the County Education Officer on the developing use of value-added data as a measure of school improvement and as a means of identifying where more support to schools may be needed.
12. BUDGET MONITORING 2003/04 (Report herewith)
To consider the report of the County Treasurer and County Education Officer setting out the latest position with regard to the Education Service's revenue budget for the current year.
13. OMBUDSMAN REPORT ON HIS INVESTIGATION OF A COMPLAINT

To consider the report of the County Education Officer on the outcome of an investigation by the Local Government Ombudsman of a complaint against the County Council and on the actions being taken as a result.
14. QUESTIONS TO THE EXECUTIVE MEMBER FOR EDUCATION
County Councillors attending as appointed members of this committee or by virtue of Standing Order 17.5; or with the concurrence of the chairman in connection with their duties as members of the Council or as a local County Councillor qualify for travelling expenses.
Appointed and co-opted members similarly qualify for payment of travelling expenses.
