Capital Minor Works Programme 2003/04 and 2004/05

1. Summary

1.1 This report outlines:

        (i) progress with the 2003/04 Capital Minor Works Programme; and

      (ii) details of the 2004/05 Capital Minor Works Programme.

2. Background

2.1 The Capital Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan (LTP) submission to the Department for Transport. In the 2003/04 programme, £250,000 was allocated county-wide of which £10,000 was allocated to Gosport. The schemes included in the programme were:

      (i) enhanced lighting to cycleway, Whitworth Road £10,000

        to Military Road; and

      (ii) enhanced lighting to cycleway, Military Road to £10,000

          Holbrook (subject to obtaining additional

          funding).

2.2 Additional funding was obtained from developer contributions and both schemes have now been completed, as part of an overall upgrade of the cycleway lighting.

3. Capital Minor Works Programme 2004/05

3.1 The funding allocation for the 2004/05 programme county-wide is expected to be £250,000. Subject to final confirmation of the budget it is anticipated that £50,000 will be allocated to Hampshire Highways South and this will enable two schemes to be implemented within Gosport during this financial year.

3.2 The attached Appendix details the current schemes within the Capital Minor Works Programme. All schemes have been subject to a set of ranking criteria based on the benefits of the scheme.

3.3 Of those listed Grange Lane is now a bid via LTP and Gregson Avenue is being considered as a possible safety scheme. Grange Road/Newbroke Road/Row Wood Lane would be of limited benefit based on likely numbers of users and Richmond Road may improve once a speed camera is working nearby.

3.4 The highest rated schemes which benefit most users from the list area:

      (i) Privett Place footway provision £5,000

      (ii) Elson Road - crossing facilities/build-outs £5,000

      (iii) Bury Road - crossing facilities/build-outs £10,000

Recommendation

That Members indicate their preference for minor work schemes in 2004/05 and the Executive Member for Environment be advised accordingly.
