Traffic Management Programmes 2003/04 and 2004/05

1. Summary

1.1 This report covers the main programmes of traffic management work completed and on-going in the Winchester area in 2003/04 and also the proposed programme for 2004/05. The schemes included are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes, together with capital funded Parish Partnership schemes.

2. Background

2.1 Winchester City Council has taken direct responsibility for certain traffic management functions throughout the district area on behalf of the County Council, under revised agency arrangements for traffic management. The new agency arrangement effectively commenced on 1 November 2002, and the legal agreement which allows the district to make Traffic Regulation Orders (TROs) directly was agreed and signed on 23 September 2003.

2.2 As part of the agency arrangements, regular liaison meetings are taking place between officers of the County and City Councils to agree the programme, discuss proposed schemes and develop positive partnership arrangements.

3. Traffic Regulation Orders, Signing and Lining Schemes

3.1 The list of schemes included in the 2003/04 Traffic Management Revenue Programme for the Winchester district area is shown in Appendix 1. At this stage in the financial year, most are either completed or expected to be completed shortly. The list includes schemes being progressed by the County Council as well as the City Council.

3.2 The Traffic Management Programme constantly evolves during the year, with new schemes that may arise as a high priority being added to the list as appropriate. At the same time, schemes already in the programme may slip, be modified or deleted as consultations progress and where the advertising procedure for TROs gives rise to significant objections. The proposed programme for 2004/05, as it stands at present, is shown in Appendix 2 and includes schemes that have already been progressed (but not completed as part of the 2003/04 programme) as well as those requiring attention as soon as resources allow.

4. Parish Partnership Programme

4.1 Further progress has been made on those schemes already identified in the Parish Partnership programme within the Winchester area. Appendix 3 includes those schemes progressed to completion or nearing completion in 2003/04 and Appendix 4 identifies those proposals which are intended for progression in 2004/05.
