Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

The Minutes of the meeting of the Winchester Highway Management Advisory Panel held on 3 November 2003, were confirmed as a correct record and signed by the Chairman.

REVISED ROLES OF PANELS

The Panel considered a joint report of the Chief Executive and the Director of Environment (Item 5 in the Minute Book) setting out the revised terms of reference and scope for the new Area Transport panels and their relationship with other relevant panels, in particular the Highway and Transport Advisory Panels.

The Chairman expressed the hope that nominees from the Local Strategic Partnership would be appointed to the Panel in time for the next meeting in the autumn.

ALLOCATION OF THE HIGHWAY STRUCTURAL MAINTENANCE BUDGET AND ASSESSMENT OF HIGHWAY CONDITION

The Panel considered a report of the Director of Environment (Item 6 in the Minute Book) outlining the process for allocating the highway structural maintenance budget. Members discussed in detail the indicators used for assessing the condition of the network.

HIGHWAY MAINTENANCE PROGRAMMES 2003/04 AND 2004/05

The Panel considered a report of the Director of Environment (Item 7 in the Minute Book) outlining the 2003/04 Highway Maintenance Programme and the Highway Maintenance Programme and Budget for the following year.

Members discussed the schemes listed in the appendices in detail and were generally satisfied with the programmes as presented.

CAPITAL MINOR WORKS PROGRAMMES 2003/04 AND 2004/05

The Panel considered a report of the Director of Environment (Item 8 in the Minute Book) setting out progress with the 2003/04 and 2004/05 Capital Minor Works Programme.

Following a full discussion it was

RESOLVED:

That the Panel concurs with the order of preference for minor works schemes in 2004/05 as set out in the report and the Executive Member for Environment be advised accordingly.

STREET LIGHTING

The Panel considered a report of the Director of Environment (Item 9 in the Minute Book) describing the current position on street lighting maintenance, column replacement, Community Safety Initiative (CSI) and the purchase of energy from April 2004 onwards.

The Panel were encouraged to make further bids under the CSI, as the budget had been underspent for the period. Members were reminded that any bids submitted would have to be match-funded by Winchester City Council.

TRAFFIC MANAGEMENT PROGRAMMES 2003/04 AND 2004/05

The Panel considered a report of the Director of Environment (Item 10 in the Minute Book) detailing the main programmes of traffic management work in the Winchester area for the period 2003/04 to 2004/05.

The Panel discussed issues regarding the progress of individual schemes through various transport panels. The officers undertook, where possible, to enhance consultation arrangements with Local Members.

CASUALTY REDUCTION PROGRAMME AND SAFER ROUTES TO SCHOOL

The Panel considered a report of the Director of Environment (Item 11 in the Minute Book) detailing progress on the Casualty Reduction, Hampshire Safety Camera Partnership and Safer Routes to School programmes.

The Panel discussed each programme in some detail and noted textural corrections to the appendices.

PROGRESS UPDATE ON APPROVED CAPITAL SCHEMES

The Panel considered a report of the Director of Environment (Item 12 in the Minute Book) updating the Panel on progress on transport schemes within the 2003/04 and 2004/05 Capital Programmes that had been approved for implementation in the Winchester district area.

Members sought clarification on the programming of some schemes in the 2004/05 Transport Capital Schemes. They requested that District Councillors be kept informed of projects scheduled in their areas.

RESOLVED:

That Members note the progress made on schemes in the Transport Capital Programme and support the schemes approved for inclusion in the Capital Programme for 2004/05.

OTHER HIGHWAY RELATED PROGRAMMES

The Panel considered a report of the Direct of Environment (Item 13 in the Minute Book) detailing programmes for the Intelligent Transport Systems, bridgeworks and major maintenance schemes Winchester area.

Officers replied to a range of Member questions including in particular those relating to the B3035 Botley to Bishops Waltham road improvement works.

JUNCTION OF ROMSEY ROAD AND CHILBOLTON AVENUE, WINCHESTER - NEW TRAFFIC SIGNALS

The Panel considered a report of the Director of Environment (Item 14 in the Minute Book) describing the proposals to alter the Romsey Road/Chilbolton Avenue junction.

The need for continued close liaison between the County Council and Winchester City Council on the scheme, was stressed.
