Long Sutton Primary School - Extensions and Alterations

The works are funded by NDS Modernisation (£345K) together with a School contribution (£93K). The Building Design Project Appraisal was reported to Executive Member Education on 16 October 2003 and Executive Member Policy and Resources on 13 November 2003.

Due to the constrained site and complex phasing it is proposed to procure this work by a two stage approach using three preferred contractors.

Temporary Buildings Term Contract

Following the short-listing process, tenders have been invited from six firms. Receipt of tenders is due at the end of March 2004 with interviews programmed at the end of April 2004.

It is anticipated that a new contract will not be in place until June 2004 and a potential change of term contractor is not appropriate so close to the school summer holidays. It is therefore recommended that the existing arrangements with Elliot Group be extended to September 2004, with the new contract commencing thereafter.

Harriet Costello - reinstatement work following fire

A final phase of temporary work will be required to complete the fitting out of the temporary classroom facilities and interim arrangements for access and services infrastructure. Tew Brothers are currently on site and have been extremely effective in undertaking the emergency work following the fire and the first element of the temporary work. It is proposed to negotiate this final phase of work with the same contractor using the benchmark pricing documents and cost plan already established as a basis for the negotiation. The value of this phase of work is worth approximately £310K.

Romsey Discovery Centre

A two stage tender process with a with short list of 3 preferred contractors is proposed for conversion of the existing listed library building and extension. This will enable contractor involvement with the final development of the scheme and assistance with the careful planning and programming of the works. The project is complex and will involve working around the existing library facilities whilst the works progress. The estimated value of the work is £575K .

External Redecorations (non-Education Funded Work)

The Executive Member for Policy and Resources at his meeting of 19 February 2004 approved the programme for external redecoration and repair. This has now been revised. The Primary school package of work has been increased to £ 2.1M, based on a reassessment of the Primary school's current condition. The other packages within the programme remain unchanged, comprising a Secondary School package worth £950K, and Community & Social Services package worth £750K.

To reflect the increased expenditure a further contractor, Bradec (Andover) Ltd., will be added to the list of firms previously approved comprising Atkins Painting and Decorating, Belgravia Renovations Ltd, Ferris Painting, Mitie Property Services (Southern) Ltd, Pool and Son (Hartley Wintney) Ltd, Purkiss Ltd, Richardsons Decorating Contractors Ltd, Tew Brothers Ltd, Treviss and Robert G Warwick & Son. The external redecoration and repair programme for 2004/5 is now worth £ 3.8M, of which £ 770K will be competitively tendered for price and performance benchmarking purposes.

Sharps Copse Children's Centre

A final phase of work is planned at the school funded through the Children's Centre funding arrangements (subject to final bid approval), comprising internal refurbishment of the remaining wing of the existing infant school building as Children's Centre. Brazier have previously undertaken two major programmes of work at the site comprising a new Early Years Centre and amalgamation work. During this time they have built up a strong relationship with the school and have a good understanding of the local environment including security issues. The work will commence during the summer break and is very similar to an earlier phase of work which could be used for benchmark pricing purposes. The value of the work is £250K . It is proposed to undertake this final package of work with Brazier.
