A contribution of £11,000 has been made from the Policy & Resources Capital Repairs Budget.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,649 per m2 (excluding abnormals) - Gross Cost = £1,828 per m2

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £440 per year or £5.50 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
A bid was made to the Football Foundation for lottery funding. As part of that application the strategic need and the partnership with Fareham Borough Council was made. The Football Foundation accepted the strategic need and funding has therefore been offered towards this scheme.
3. DETAILS OF SITE
LOCATION
Henry Cort Community School is located at Hillson Drive, Fareham.
ADJOINING LAND AND BUILDINGS
The site is bounded to the north and west by farmland, to the south by housing and to the east by a recreation ground, and beyond that housing.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 33.8 acres (13.7 hectares). The DfES guideline for a school of this size is 22.24 acres (9.0 hectares).
PLANNING POSITION
Planning permission for the proposed scheme was granted in April 2003.
SUITABILITY FOR PROJECT
The proposals outlined in this design project appraisal have been approved by the County Education Officer, Headteacher and Governors of the School, and by Fareham Borough Council, as being the most appropriate development to meet their current needs.
RESULTS OF TRIAL BORE HOLES
Trial boreholes carried out for previous schemes in 1996 and 1999 confirmed that conditions are generally consistent across the site.
In summary, the ground consists of topsoil of an average thickness of 250mm overlying a soft to firm mottled silty clay.
Traditional trenchfill and pad foundations can be adopted at a depth of approximately 1.20m below ground level. As the clay has a low compressive strength, it will be necessary to user wider-than-normal foundations.
ACCESS
The existing pedestrian and vehicular access points will not be affected by these proposals.
COMMENTS ON SITE LAYOUT
The school site generally runs from north to south with the school buildings occupying a central position, an all-weather pitch to the east and playing fields to the north and south.
The proposed two-storey sports hall extension will be located to the east of the existing sports hall.
MAINS SERVICES POSITION
Existing mains services on the site are considered to be of sufficient capacity to be extended as necessary to serve the new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
The extension is located between the existing sports hall and the existing turning head. Consequently no landscaping is required as part of this scheme.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The proposed extension will provide the following accommodation:
Ground floor:
· 4 changing rooms with toilet/shower provision
· 2 officials changing rooms (one male/one female) with toilet provision
· boiler room
First floor:
· seminar room
· storage area
PLACES PROVIDED
The additional accommodation being created by this scheme will have no effect on the number of pupil places provided. The School's net capacity will remain un-changed at 1,200.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The existing school buildings are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary buildings currently on site and none are required for this scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed development will generally be constructed of materials that will complement the existing school buildings. The proposed extension will help to reduce the impact of the existing western elevation of the sports hall.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The walls and roof will complement the existing sports hall.
ACCESSIBLE FACILITIES
There are existing accessible changing facilities within the existing sports hall. A stair lift will be provided to the first floor seminar space.
HEATING AND VENTILATION SYSTEMS
A new gas fired heating and ventilation system will be provided as part of this scheme. A mechanical ventilation and heat extract system will be provided for the changing rooms and showers.
SPRINKLER SYSTEM
A Fire and Safety Risk Assessment has been undertaken and concludes that this facility is of low risk to life and property. A sprinkler system is not recommended.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
In consultation with the school and Fareham Borough Council, the proposals outlined in this project appraisal have been agreed as being the most appropriate scheme to provide the additional accommodation required.
CAR PARKING
Fareham Borough Council is making land available for community car parking spaces to the east of the school site. However, these works do not form part of this project appraisal and will be carried out under a separate contract.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Fareham Borough Council, Access Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
The proposed extension to the sports hall will provide changing accommodation for community use and a seminar room for use by the school and the community.
6. BUILDING MANAGEMENT
CLEANING
Existing arrangements will apply.
CATERING
Existing arrangements will apply.
7. FURNITURE AND EQUIPMENT
To be funded by the School under a separate contract.
8. STAFFING
Staffing levels will not be affected by the work being proposed.
