1. Background
1.1 Members will be aware from the presentation at the last meeting of the draft Youth Justice Plan, that local youth offending partnerships are required to report regularly to the Youth Justice Board for England and Wales. The Board has a statutory duty to monitor the performance of the youth justice system. Data and reports are submitted each quarter. The Board takes a particular interest in performance in relation to thirteen performance measures.
1. Proposal
1.1 It is proposed to bring a performance report to each future meeting of the Standing Conference. The attached papers compare the performance of Wessex Yot in 2003, with 2002. The reports provide both the Wessex totals and the individual local area reports. Most of the performance measures are covered by a single sheet. However, the use of the secure estate is divided between remanded and sentenced cases; mental health between acute and non-acute cases; and the ASSET reports show completion rates at five set stages. These are:
_ Start of community intervention,
_ End of community intervention,
_ Start of detention and training order,
_ Transfer from custody to community supervision, and
_ End of detention and training order.
2.2 The Board uses both a "traffic light" system, and a points system for grading performance. Green / three points is shown for achieving or exceeding the national target.
3. Recommendation
That the Standing Conference receives an updated performance report at each of its meetings.
