Progress Update on Schemes in the Capital Programme

1. Summary

1.1 This report provides a progress update on transport schemes within the 2003/04 and 2004/05 Capital Programme that have been approved for implementation in the Havant area. The 2003/04 and 2004/05 programmes are set out in Appendix 1.

1.2 Schemes in the Capital Programme are financed from the Local Transport Plan (LTP), which consists of Central Government basic credit approvals and/or external funding (EF) received from developers or other contributors.

2. Transport Capital Schemes 2003/2004

      West Lane Footway, Hayling Island - £12,000 EF (Havant Borough Council)

2.1 The provision of a 1.8 metre wide standard footway along the western side of West Lane is dependent on land dedication or purchase. At least one owner is insisting on higher land value than is reasonable and without the land agreements the project cannot proceed. Landowners will be consulted again in the light of the recent pedestrian injury, but if still unsuccessful it may be considered appropriate to apply for compulsory purchase powers.

3. Transport Capital Programme - 2004/2005

      Havant Bus Station - £1,200,000 and £80,000 EF

3.1 The draft design proposals are being finalised by Hampshire County Council PB&R who will manage the bus station construction. Initial soil surveys have been carried out to investigate the issue of diesel contamination and Havant Borough Council will manage the remaining development of the site and services.

3.2 The specification of the station includes a travel shop, electronic information screens, supervisor's office, passenger toilets, drivers' rest room and toilets, interior and exterior seating and an increased number of bus bays for increased capacity. The implementation programme is still being determined but construction is planned to start before the end of 2004.

    Hayling Billy - Havant Railway Station Cycleway Stage 2 £250,000

3.3 The second phase of the works at Havant Station have been discussed with South West Trains and proposals are being finalised for parking space for 75 cycles and complimentary improvements.

      Havant Quality Bus Partnership - £200,000

3.4 The Quality Bus Partnership for service 21 between Leigh Park, Havant and Portsmouth was launched on 26 January 2004. New facilities for passengers are being installed, including bus stops, raised kerbs for improved access and named bus stop poles with integrated timetable information. Stagecoach has provided new low floor vehicles, increased their frequency to every 15 minutes and branded them with a unique `Service 21' image. Additional funding maybe made available in 2005/06 for further improvements and development.

3.5 Portsmouth City Council is clarifying ways to improve the journey times on its part of the route. Promotions are being carried out to encourage more local residents to try the improved service. Future development of the partnership project may extend to electronic real time passenger screens being installed in some shelters.

      Decriminalised Parking, Havant - £100,000

3.6 Havant Borough Council's Executive have resolved to implement Decriminalised Parking Enforcement by 1 April 2005 and £100,000 will be made available for the implementation process. Refer to Item 10 for further information.

      Havant Town Centre Accessibility - £85,000 and £15,000 EF

3.7 Following the disability audit of the town centre a range of small but significant improvements will be carried out such as dropped kerb crossing points, regraded footways and repositioned street furniture. The exception is the steeply sloping footway in Park Road North.

3.8 The inclusion of a separate proposal to construct a shared use footway/cycleway on the west side highway verge of Maurepas Way and Hambledon Road has increased the funding to £85,000, with a further £15,000 external funding from Havant Borough Council. This is already an established route that will link two Pelican crossings and contribute towards meeting the requirements of the Disability Discrimination Act 1995. Consultation will be required with the Fire Brigade to agree the details in front of the fire station.

4. A3 Bus Priority Corridor Major Transportation Scheme

4.1 Funding - the Department for Transport has approved the funding bid of £25,100,000 for the completion of this project from 2003 to 2007. This budget is independent of the Capital Programme and the project will be managed so that the costs do not exceed the funding given. A summary of the financial position of the project is given in Appendix 2.

4.2 The design principles used so far have focused on the provision of bus priority measures where buses experience or are expected to suffer delays and the quality of the service provided. These are complemented where possible by improvements for other road users and local residents or businesses and any adverse impact is avoided or kept to an acceptable minimum. These principles will be maintained for the remainder of the route north of Waterlooville in a manner appropriate for the conditions and character of this part of the corridor.

4.3 Section 1 Widley to Purbrook - advanced works for the installation of the CCTV surveillance system is under way and the control room equipment has been put in place. The cameras should be operational at the end of this summer. The real time passenger information system is being established and will be one of the first new generation integrations between Portsmouth and Hampshire. The installation of the new signs will be coordinated with the CCTV to minimise the risk of vandalism.

4.4 Section 2a Purbrook Village -the main works here will start this month and carry on until August. Although a large proportion are environmental improvements, road maintenance is being included which is expected to require a short temporary closure of the A3 on a weekend day to allow resurfacing in the most restricted area. More details will be provided nearer to the date and residents and drivers will be warned in advance.

4.5 Section 2b Purbrook to Waterlooville - all the main works that can be completed before BT finish its diversions are nearing completion. Care will be taken to leave the area as clean and tidy as possible until the work can be completed on the west side and on the traffic signal bus gate. Although BT appears to have progressed well it has not revised their expected completion date of early 2005.

4.6 Section 3 Waterlooville Town Centre - the advanced works of Statutory Undertaker diversions and new street lighting will start in April. The public exhibition of the final proposals were held on the 5/6 and 7 February in the town centre and was attended by over 200 people and traders. Following advertisement for the proposed traffic regulations the final proposals will be submitted for Project Appraisal in September 2004. The design achieves the majority of local desires and those that cannot be immediately created (such as the closure of Stakes Hill Road) are still improved over the existing situation and can be incrementally improved further to meet long term wishes.

4.7 Sections 4 and 5 north of Waterlooville - the preliminary designs for the remaining sections are being developed for planned public exhibitions at the end of the summer. Considerable concern has already been expressed by local residents about the possible impact to Queen's Enclosure and this will be avoided if at all possible. How far the improvements extend into Horndean is being reviewed as part of the design and East Hampshire District Council will be formally involved in this process. Advance street light replacement will take place this year for Sections 4 and 5.

4.8 Programme - Section 2a will be completed this year and Sections 2b and 3 will be completed by the end of 2005. Depending on how the roadworks are undertaken for Sections 4 and 5 they might be completed by early 2007 if they can be carried out at the same time, or possibly by the end of 2007 if they have to be undertaken separately.

Recommendation

That Members note the progress made on schemes in the Transport Capital Programme and support the schemes approved for inclusion in the Capital Programme for 2004/05.
