1 Summary
1.1 The following decision is sought:
That the content and recommendations of the Behaviour Support paper are supported.
1.2 The proposal to refocus behaviour support is consistent with Hampshire County Council's corporate aims in terms of:
· Aim 1 - maximising life opportunities
· Aim 4 - building strong and safe communities
· Aim 5 - improving services
2 Reason
The LEA needs to increase the capacity of schools (particularly secondary) to meet the behavioural needs of their pupils and to improve the support that the LEA provides to enable them to do so.
3 Other Options considered and rejected:
The alternative to adopting a more preventative strategy resulting in a reduction in exclusion, is to grow and extend EOTAS provision in line with the number of secondary aged pupils not in school. This option has been rejected as being poor value for money and most importantly, as providing a poor deal for young people.
