      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in Education's Capital Programme in the appropriate financial year.

There is no Landlord funded work to be undertaken as part of this scheme.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Building Cost per m2 - It would be misleading to provide a cost per m2 as these works comprise mainly of internal alterations.

        There will be no additional increase in fuel cost for the school as a result of this scheme.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The proposed works will provide a fully accessible Secondary School in an area of the County that is currently under-resourced with regard to specialist provision.

          Such a provision will be essential in the years to come as more and more pupils who would have traditionally gone into Special School provision are integrated into mainstream facilities.

      3. DETAILS OF SITE

          LOCATION

          Portchester Community School is located at White Hart Lane, Portchester, Fareham.

          ADJOINING LAND AND BUILDINGS

          The school is bounded by residential accommodation to all sides.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 13.01 acres (5.26 hectares). The DfES guideline for a school of this size is 17.29 acres (7 hectares).

          PLANNING POSITION

          This project is considered to be permitted development and therefore a planning application is not required.

          SUITABILITY FOR PROJECT

          These proposals have been agreed with the Headteacher and Governors of the school as being the most suitable in providing a better organised reception / administration area. Internal alterations will enable the creation of specialist accommodation and accessibility works will provide a safer environment for pupils.

          RESULTS OF TRIAL BORE HOLES

          It has not been necessary to undertake a site investigation for these proposals as works comprise internal alterations.

          ACCESS

          The main vehicular and pedestrian access point to the school is from White Hart Lane to the south of the site. The main school entrance lies to the south east corner of the school buildings. These proposals will not affect the existing access arrangements.

          COMMENTS ON SITE LAYOUT

          The school site is rectangular in shape with the school buildings clustered to the southern end of the site. To the west of the school lies the School House and to the south west is a Youth Centre. The main entrance to the school is from White Hart Lane to the south. As no new accommodation will be constructed the footprint of the existing buildings will remain unchanged.

          MAINS SERVICES POSITION

          Existing mains services will be extended or adapted as required to serve the proposed reorganised accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          In preparation for the reorganisation of the main school reception area a package of enabling works has been undertaken to create a new access road to serve the school. This included disabled parking bays and a vehicular drop-off / turning area.

          As part of this scheme it is proposed to create an external pedestrian drop-off / waiting area at the entrance to the school. A landing area for wheel chair users will be constructed and a canopy over this space will provide weather protection. The area will be paved and some low level planting provided.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to undertake internal alterations at this school to create a better organised reception / administration area and new specialist accommodation along with various accessibility improvements throughout the school buildings.

          Reception / Administration

          This area will be reorganised to provide:

          - new main entrance with acoustic doors

          - enlarged lobby with seating and display areas

          - reception area with new reception desk

          - relocated administration officer's office

          - reconfigured administration office

          - conference room

          - meeting room (with sliding partition to conference room)

          - kitchenette

          - relocated Community Education office

          The existing Site Manager's office and workshop / store will be relocated elsewhere in the school. Further alterations will be undertaken to existing corridor / circulation areas to complement these works and improve accessibility and security in this area of the school.

          Specialist Accommodation

          By way of internal alterations to existing accommodation in the main school building it is proposed to provide a physiotherapy room, Medical room and hygiene room. The hygiene room will be fitted out with an Accessible WC and shower, ceiling mounted hoist, an adjustable changing bench and appropriate hand rails.

          Access Works

          It is proposed to complete various access works in all areas of the school to enable the school to become totally accessible. The buildings currently have stepped entrance / exit points in many areas and ramps will be provided where necessary. Other works will include:

          - alarms fitted in Accessible WCs

          - new handrails to all ramps

          - installation of power assisted doors

          - installation of automatic doors

          - fitting of corner guards to walls

          - fitting of kick plates to doors.

          PLACES PROVIDED

          No additional places will be created due to this project. The School's net capacity will remain at 864, its indicated admission number will remain at 172 and the school published admission number will remain at 168.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The main school building was constructed during the late 1960's and is of a traditional brick and tiled roof design. Since then new blocks of accommodation, of a SCOLA design, have been added during the 1960's and 1970's to provide additional teaching accommodation in line with the growth in number of pupils attending the school. The buildings on site are considered to be in a good condition for their age.

          TEMPORARY BUILDINGS

          There are no temporary buildings on this site and none will be required either during or upon completion of these works.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          There will be minimal change to the external appearance of the school buildings, however, the approach to the school will be more welcoming due to the proposed new drop off / waiting area and reconfigured entrance area.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          There will be no newly constructed accommodation included in this scheme.

          ACCESSIBLE FACILITIES

          A large proportion of this scheme will focus on providing improved access and safety in this school. The proposals will enable total accessibility for all pupils.

          HEATING AND VENTILATION SYSTEMS

          The existing heating and ventilation systems will be altered where necessary to serve the remodelled accommodation.

          SPRINKLER SYSTEM

          A Fire and Safety Risk Assessment has been undertaken and concludes that this facility is of low risk to life and property. A sprinkler system is not recommended.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          In consultation with the school the proposals outlined in this project appraisal are considered to be the most effective way in enabling the school to become totally accessible, whilst providing enhanced reception and administration facilities and specialist accommodation.

          CAR PARKING

          There will be no change to the car parking provision as a result of these proposals.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor.

      5. THE BUILDING DEVELOPMENT

          Upon completion of these works the building will be totally accessible. Specialist accommodation will be incorporated into the existing building and the main entrance, reception and administration areas will be greatly improved.

          Existing arrangements will apply.

          CATERING

          Existing arrangements will apply.

      7. FURNITURE AND EQUIPMENT

          From the block vote in Education's Capital Programme.

      8. STAFFING

          There will be no change to the staffing arrangements as a result of these proposals.
