Summary |

1.1 |
Henry Cort Community School is a secondary school located close to a residential area of Fareham. There are currently 1,032 pupils (11-16 years) on roll. The school consists of a mix of traditional and system-built (SCOLA) accommodation dating from the 1970's, with various extensions over the years, the most recent being a music/drama extension in 2001. |

The total cost of the proposed scheme to provide an extension to the existing sports hall is £500,000, excluding fees. A successful bid was made to the Football Foundation for lottery funding of £258,000, excluding fees. An allocation of £87,000, excluding fees, has been made in the Capital Programme 04/05 (Specialist School Status). Fareham Borough Council is contributing £95,000, excluding fees, and the school is contributing £50,000. A P&R Capital Repairs allocation of £10,000, excluding fees, is also available. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

2. |
Scope of the Works |
|

2.1 |
The proposed two-storey extension will be located to the east of the existing sports hall. The accommodation will provide community changing/shower/wc facilities on the ground floor and a seminar room at first floor level for use by both the school and the community. |

|
2.2 |
Fareham Borough Council is making land available for community car parking spaces to the east of the school site. However, these works do not form part of this project appraisal and will be carried out under a separate contract. |

3. |
Funding and Timing |
|
3.1 |
A successful bid was made to the Football Foundation for lottery funding of £258,000, excluding fees. Subject to the necessary approvals it is anticipated that tenders will be invited during March 2004, work will commence on site during May 2004 and be completed during November 2004. |

Councillor Bryant, local Member for this area, has been consulted on this project appraisal and has no comments. |

Recommendation |

|
|
That the Executive Member for Education advises the Executive Member for Policy and Resources that the project appraisal at Henry Cort Community School, at an estimated cost of £500,000, excluding fees, be approved. |
