1. Summary

1.1 The following decision is sought:

1.2 That statutory notices be published in accordance with Sections 28 and 29 of the School
Standards and Framework Act 1998, of the County Council's intention to:

(a) Discontinue Holbury Infant School and Holbury Junior School with effect from

31 August 2006.

(b) Establish a new 420-place community primary school with early years provision
on the Holbury Junior School site, with effect from 1 September 2006.

1.3 That Manor Infant School be retained.

2. Reason

2.1 These decisions support aim 1 of the Corporate Strategy (Maximising Life Opportunities)
by improving the range of educational services available for the local community and

making the best use of physical resources.

2.2 To meet the strategic responsibilities of the County Council for planning the provision of
school places.

2.3 To further develop and enhance early years provision in the East New Forest area.

2.4 To provide robust local schools and improve children's learning environments through
capital investment.

3. Other options considered and rejected

Closure of Manor Infant School and creation of a 540-place primary school on the
Holbury Junior School site; ultimately the preferred option in strategic terms but it is

impossible to put together the necessary funding strategy.
