1. Summary
This report sets out the background to the recommendation for the Appointment of Nominated Trustees to the Eggar's Grammar School Site Foundation (the "Trust").
2. Background
2.1 The current arrangements for the administration of the Trust are set out in a Scheme made by the Charity Commission dated 8th May 2000. The object of the Trust is the provision of items, services and facilities for Eggar's School and Amery Hill School in Alton, which would not normally be provided by the County Council as Local Education Authority. If and in so far as the income of the Charity cannot be applied towards this object, it may be applied in promoting the education of persons who are in need of financial assistance who are attending, or who are under 25 and have attended, the schools.
2.2 The governing document provides for the establishment of a Governing Body comprising six nominated trustees and three co-opted trustees. The six nominated trustees must comprise two appointed by the County Council, and two by each of the Schools. The County Council's existing nominated trustees are Councillor D G Allen and Councillor Felicity Hindson, whose appointments commenced in April 2000. Those appointments expire in April 2004, and further appointments need to be made. There is no restriction on re-appointment.
2.3 The Trust fund includes the proceeds of sale of land at Eggar's School, which sale took place prior to the current Charity Commission Scheme being adopted. The Trust fund is therefore of a size that enables a significant contribution to be made towards the quality of educational provision in the Alton area. The Trust has contributed a combined sum of £1.6 million towards the provision of a sports hall at Eggar's School, and the provision of a Drama Studio and all-weather pitch at Amery Hill School. The Trust has also given financial support to each of the schools in support of their applications for Specialist Status. The Trust is therefore able to complement the work of the County Council in furthering Aim 1 of the Corporate Strategy, with regard to Maximising Life Opportunities.
3. Options
3.1 The Trust's governing document requires the County Council to appoint two nominated trustees. Discussions have indicated that the two existing appointees are willing to serve for a further period of office. No other options have been identified.
4. Recommendation
That Councillor D G Allen and Councillor Felicity Hindson be re-appointed as the County Council's nominated Trustees to the Eggar's Grammar School Site Foundation (the "Trust") for the period of four years from the date of expiry of their current term of office in April 2004.
