Capital Minor Works Programmes 2003/04 and 2004/05

1. Summary

1.1 This report outlines:

    (i) progress with the 2003/04 Capital Minor Works Programme; and

      (ii) details of the 2004/05 Capital Minor Works Programme.

2. Background

2.1 The Capital Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2003/04 programme £200,000 was allocated county-wide, of which £16,000 was allocated to Eastleigh. The schemes in the programme were:

      (i) Chestnut Avenue, Eastleigh - footway widening for pedestrians and cyclists - budget £6,000. The scheme has been delayed by the need to fell one tree at the junction with Chestnut Close and to consider the safety of other trees. The need to cater for a future extension of a cycle route on Chestnut Avenue has become a lower priority and it should be possible to avoid damaging further trees by reducing the standards slightly. The final design is being prepared but the works have not yet been programmed.

      (ii) Hound Road, Hound, at church layby - upgrade footway to include cycleway - budget £4,000. Scheme designed and awaiting construction.

      (iii) Fair Oak Road, Fair Oak - provision of pedestrian phase to Sandy Lane traffic signals - budget £6,000. This scheme requires a feasibility study to be carried out, which has not yet been undertaken.

3. Capital Minor Works Capital Programme 2004/05

3.1 The funding allocation for the 2004/05 programme county-wide is expected to be in the region of £200,000. Subject to final confirmation of the budget it is anticipated that this will enable two or three schemes to be implemented within Eastleigh during this financial year.

3.2 The attached appendix details the current schemes within the Capital Minor Works Programme. Each scheme has been subject to a set of ranking criteria based on its benefits. The highest rated schemes from the list are:

    (i) Victoria Road, Netley Abbey;

    (ii) Mortimers Lane, Fair Oak;

    (iii) Portsmouth Road, Hound;

    (iv) Grange Road, Hound;

    (v) Selwood Road, Netley Abbey;

    (vi) Freegrounds Avenue, Hedge End; and

    (vii) Knowle Lane, Fair Oak.

Recommendation

That Members indicate their preference for minor works schemes in 2004/05 and the Executive Member for Environment be advised accordingly.
