1. Summary
General Progress Charts
1.1 An annual summary of the Traffic Management Studies and Traffic Regulation Orders that have been, or are currently being, undertaken is attached as an appendix.
2. Decriminalisation of On-Street Parking Enforcement
2.1 All Traffic Regulation Orders (TROs) relating to waiting restrictions within the borough of Eastleigh have now been reviewed.
2.2 In a few cases, some additional lining has been laid to ensure that the TRO reflects exactly what is on the highway. A schedule of signs and lines requiring maintenance has been passed to Hampshire Highways Eastleigh for action.
2.3 All other discrepancies are being dealt with by amending the wording within the TRO. In the majority of cases, this simply requires a minor change of a metre or so.
2.4 It is the intention that all existing parking-related TROs are to be revoked. Newly-created TROs will be advertised to take into account the aforementioned amendments. A tidy-up process has also been undertaken as part of this procedure, so that there are now far fewer TROs covering the borough. Each Controlled or Restricted Parking Zone will be covered by a separate TRO with five additional TROs covering each of the local areas.
New Controlled Parking Zones
2.5 The new housing developments on the old Pirelli and Causton Printing sites have a limited provision for public parking facilities, in line with current planning standards. In order to prevent the surrounding areas from receiving a significant increase in parked vehicles from these developments, the introduction of three new Controlled Parking Zones (CPZs) has been proposed.
2.6 These will include areas for resident-only parking and also areas where waiting is limited to two hours (except for residents). It is proposed that the restrictions will be in operation between 8.00 am and 8.00 pm, Monday to Saturday. In addition there will be some parking provided for the disabled, as currently exists in these areas.
2.7 The former Causton Printing site will be a Restricted Zone as opposed to a CPZ. Waiting will not be permitted at any time except in designated areas, where two-hour parking will be permitted from 8.00 am to 8.00 pm, Monday to Saturday (no return within the same day). There will be no specifically allocated spaces for resident permit holders since the residents of the new houses will not be eligible for permits.
2.8 Although parking is to be prohibited in this Zone (except in the two-hour bays), there will be no need for double-yellow lines on the road because the Restricted Zone status omits the need to do so and it avoids the visual intrusion of these lines. As with the CPZs, details of the restriction and the hours of operation are given on the zone-entry signs.
2.9 A plan showing the six existing CPZs (Zones 1-6), three proposed CPZs (Zones 7-9) and the Restricted Zone (Zone 10) is attached (Drg. No. E/TM/00/F/001).
Change in Hours of Existing Controlled Parking Zones
2.10 It is proposed that restricted parking in the existing CPZs is changed from 8.00 am to 6.00 pm to 8.00 am to 8.00 pm, Monday to Saturday. This will also apply to the single yellow lines, limited waiting bays and residents' parking bays within the areas. The reason for this proposal is to reduce the impact of vehicles displaced from the neighbouring areas described above. Many people do not get back home from work until after 6 pm, by which time non-permit holders can legally park in resident bays under the current arrangement. This change will also make the operating hours of the existing zones consistent with the proposed zones.
3. Consultation
3.1 Letters have just been issued to the statutory consultees for comment. If no objections are received, it is the intention that these TROs will be advertised for public comment towards the end of March. It is anticipated that the three new CPZs and Restricted Zone will appear on the website, www.eastleigh.gov.uk during the public consultation period.
3.2 Consultants (JMP) are currently updating the ParkMap system to take into account all the changes that have been made. A full set of plans will be available by mid-March. This information will eventually be made available for viewing by the public on the website when Decriminalised Parking Enforcement comes into operation.
