To consider the joint report of the Chief Executive and the Director of Environment setting out the terms of reference and scope of the new Area Transport panels and their relationship with other relevant panels, in particular the Highway and Transport Advisory Panels.
5. REGIONAL AND SUB-REGIONAL SPATIAL STRATEGIES

To consider the report of the Director of Environment outlining the new framework of regional and sub-regional spatial strategies, the progress being made on the preparation of strategies relating to Hampshire, and the progress on the Regional Transport Strategy and other regionally important transport studies and strategies.
6. LOCAL TRANSPORT PLAN AND TRANSPORT STRATEGY DEVELOPMENT (Report herewith)
To consider the report of the Director of Environment summarising the intended development of transport strategies for the four new areas in tandem with the next Hampshire Local Transport Plan.
7. POLICY AND STRATEGY UPDATE (Report herewith)
To consider the report of the Director of Environment setting out the progress made on a number of studies and schemes being undertaken in the New Forest Transport Strategy area.
8. CAPITAL PROGRAMME (Report herewith)
To consider the report of the Director of Environment setting out the finalised Capital Programme for 2004/05, the draft programme for 2005/06 and the preparation pool of schemes to be considered beyond 2005/06, focusing particularly on the New Forest Area.
9. NEW FOREST DISTRICT STRATEGIC CYLCLE ROUTES

To consider the report of the Head of Policy, Design and Information (New Forest District Council) summarising the comments received to the consultation document `New Forest District Strategic Cycle Routes' undertaken in summer 2003 and setting out the working groups responses to them.

11. DATE,TIME AND VENUE FOR NEXT MEETING OF THE PANEL
The next meeting of the Solent Transport Panel will be held on 29 October 2004 at 9.30 in Conference Room, Ashburton Court..
County Councillors attending as appointed members of this panel or by virtue of Standing Orders 17.5; or with the concurrence of the chairman in connection with their duties as members of the Council as a local County Councillor qualify for travelling expenses.
