To the Members of the County Council.
You are hereby summoned to a Meeting of the County Council to be held at The Castle, Winchester at 10.00 a.m. on THURSDAY 1 APRIL 2004 to consider and resolve upon the business set out in the Agenda below.
There will be a short service of prayer at the beginning of the meeting.
AGENDA
1. To confirm the Minutes of the meetings held on 25 February and
4 March 2004.
2. Declarations of Interest.
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.
3. Standing Orders
The Council is asked to apply Standing Orders so as to allow:
· Councillor W. H. Wheeler, Leader of the Labour Group to introduce the subject referred to in Item 14 for debate before reports for information (Part II) are received and to agree the procedure to be followed during that debate as follows:
- 10 minutes for the Leader of the Labour Group to introduce and
explain the subject for debate;
- 4 minutes for a Member speaking on the subject;
- 10 minutes for the Leader of the Council;
- 7 minutes for the Leader of the Labour Group to respond.
- at the end of the debate no vote will be taken.
4. Deputations - none.
5. To receive such communications as the Chairman may desire to lay before the Council.
6. To receive such reports as the Leader of the Council may desire to bring
before the Council.
7. To deal with questions pursuant to Standing Order 20 (b) (i).
8. To make such alterations in the membership of committees, panels and/or outside bodies which are not subject to proportionality rules as the Council may think fit.
9. To receive and consider the report and recommendations of the following requiring decision (Part I) and to make such orders thereon as the Council thinks fit:

· To deal with any questions which have been submitted pursuant to Standing Order 20 (d) concerning the discharge of its functions.
12. Hampshire Fire and Rescue Authority............................
· To receive the report of the Hampshire Fire and Rescue Authority;
· WTo deal with any questions which have been submitted pursuant to Standing Order 20 (e) concerning the discharge of its functions.
