TRANSPORT CAPITAL PROGRAMME 2002/03 AND 2003/04

AMENDMENTS TO FUNDING

The Local Transport Settlement by the Department for Transport (DfT) allocated £14.4 million to the County Council in December 2002. Failure to use the capital funding would result in losing the resource and whilst not ring-fenced, if it is not spent on transport it is likely that future allocations from Government could be jeopardised. A review of spending forecasts undertaken in January 2004 indicated that integrated transport spending in 2003/04 is expected to fall short of the target. In part, this was due to the A3 Bus Priority Corridor not having been accepted for separate funding as a major scheme until October 2003.

Spending on integrated transport can be increased by transferring expenditure from external funding sources (developers' contributions), which are not time limited, to the Local Transport Plan (Government funded) programme. On this basis, a decision was taken on 9 March 2004 to amend the funding of a number of schemes within the 2002/03 and 2003/04 Transport Capital Programmes. This decision supports Aims 1 to 5 of the Corporate Strategy (Maximising life opportunities, Stewardship of the environment, Achieving economic prosperity, Building strong and safe communities and Improving services) by best using the capital resources available to promote the County Council's Local Transport Plan policies.
