1. Summary
1.1 This report updates progress on and proposes further amendments to the 2003/04 integrated transport programme (Appendices 1 and 2). The following decision is sought:
That the revised 2003/04 transport capital programme be approved.
2. Reason
2.1 The 2003/04 programme amendments are proposed to reflect slippage in the programme, variations in cost of some schemes and latest externally-funded schemes introduced after January 2004.
2.2 Decisions on the capital programme will support the range of Corporate Strategy Aims covered by the Environment service. The schemes relate to:
(i) Maximising life opportunities (Aim 1) through improved accessibility;
(ii) Stewardship of the environment (Aim 2) by promoting alternatives to the car and managing waste;
(iii) Achieving economic prosperity (Aim 3) by assisting access to employment; and
(iv) Building strong and safe communities (Aim 4) as well as directly enhancing services, eg for public transport users.

7. Background
Transport Capital Programme 2003/04 - Progress and Proposed Amendments
Proposed Revised 2003/04 Programme
7.1 The programme for 2003/04 is proposed to be amended to accommodate schemes slipping into 2004/05, varied costs on completed 2003/04 schemes, projected costs on committed projects and additional developer and District Council funded schemes introduced from January 2004. Scheme progress is discussed in section 8 below. The proposed revised 2003/04 programme is set out in Appendix 1, and a complete list of changes since revision in January is detailed in Appendix 2.
Spending Plan for 2003/04 - Excluding A3 Bus Priority Corridor
7.2 Resources for integrated transport in 2003/04 were set at £14.4 million from the Local Transport Plan (LTP) settlement, of which £3.3 million was identified to be spent on the A3 Bus Priority Corridor and the balance of £11.1 million assigned for spending against other schemes making up the capital programme.
7.3 With the Department for Transport (DfT) announcement on 28 October 2003 confirming that the A3 Bus Priority Corridor had been accepted for £25 million funding as a major scheme, it was then possible to fully reallocate the original £3.3 million commitment to advance other schemes already within the approved programme.
7.4 In January 2004 a review of spending forecasts revealed that integrated transport spending in 2003/04 was expected to fall short of the £14.4 million target (excluding the A3 Bus Priority Corridor).
7.5 A report of 9 March 2004 explained that it was possible to increase integrated transport spending, and avoid the need to transfer significant sums to other capital budgets, by transferring expenditure from external funding sources to the capital funded LTP Programme. In addition the report identified increased costs on Route 1 and A27 schemes. A summary of the agreed actions is detailed below:

7.7 The balance of £8.3 million will be spent on schemes within the revised 2003/04 programme, scheme preparation for future years' programmes and capitalisation of fees, and the remainder will be used to substitute the County Council's locally resourced Highway Maintenance Programme.

7.8 Total expenditure for integrated transport is currently £12.8 million. A report of the 2003/04 outturn expenditure will be prepared after the financial year end.
Spending Plan for 2003/04 - A3 Bus Priority Corridor
7.9 In October 2004 the A3 Bus Priority Corridor received £4.4 million in Supplementary Credit Approval (SCA), an estimate based on the full funding of £25.1 million having been granted by the DfT. The current estimated costs for 2003/04 and the remainder of the project are:

7.10 The management of the major scheme funding is more flexible than other capital funding because, through liaison and discussion with the DfT, it is possible to revise annual SCA certificates and roll the allocation forward. Accordingly DfT has been advised that the A3 Corridor will need a reduction in SCA for 2003/04. In this way the DfT has greater flexibility in managing its programme of schemes, which are assured access to the full funding allocation.
8. Transport Capital Programme 2003/04 - Progress
Andover (ATS)
Weyhill Road, Andover LTP Capital £228,000
External or Developer Funded (EF) £640,000
8.1 Works on this scheme commenced in July 2003 and during the course of excavation crushed asbestos cement sheet was found to be present in the sub-base. A specialist contractor was appointed to remove this material which led to a short delay in the works programme. The works were due to be completed by Christmas 2003, however it was decided that the planned resurfacing works at Salisbury Road/Floral Clock roundabout would be too disruptive on the approach to the festive period. It is now anticipated that the works will be substantially completed during March 2004.
Basingstoke (BEST)
Basingstoke Real Time Passenger Information LTP £170,000

8.2 A contract has been awarded and factory acceptance testing for the central information system is underway with a view to establishing this during March and April. Bus tracking equipment has been ordered to trial the system prior to the deployment of the passenger information signs. The system trials are planned to take place during the summer. When the system is operational the rest of the Basingstoke Stagecoach bus fleet will be fitted with the bus tracking equipment and the passenger information signs will be deployed along routes 1 and 6.

8.8 Construction complete. All junction approaches resurfaced with signal controlled crossings for pedestrians across all arms and provision of cycle advance stop lines.
Central Hampshire (CHARTS)
Petersfield Signs and Speed Limit EF £6,000
8.9 This proposal reduces the existing 40 mph speed limit to 30 mph on The Causeway, between a point near the entrance to the Tesco store and a point to the south of the Kennet Road roundabout. The scheme incorporates enhanced `gateway' features to help raise driver awareness when entering the new speed limit from the south. The new speed limit was operational from 1 March 2004.
Hylton Road, Petersfield LTP £55,000 EF £20,000
8.10 Forming part of the 20 mph zone for the historic core of Petersfield the traffic calming scheme includes vertical traffic calming features and aims to help contain vehicle speeds and improve conditions for pedestrians, especially in the vicinity of the Petersfield Infant School. The scheme was substantially completed in September 2003, however electrical connections to illuminated traffic signs are expected shortly.
Whitehill and Bordon Buses and Cycles EF £40,000
8.11 Developer-funded scheme for the provision of new footpath links, new bus shelters, footpath signage and cycle route signage in the area. Two sections of footway on Conde Way were specified, on the north side between Garnett Road the point where the footpath emerges from Pinehill Road, and on the south side between the bus stops opposite Chase Hospital and York Close. Both sections of footway have been completed. Three bus shelters are proposed, one at Conde Way near Norman Close, one on Conde Way near the Fire Station, and one at Chalet Hill, near the junction with Varna Road. The bus shelters have been ordered and installation is expected in March. The agreed pedestrian route signage incorporates signing of the route from York Close to the Forest Shopping Centre, and to the Centre from Conde Way via the Garnet Road to Pinehill Road walkway.
B2177 Corridor, Twyford LTP £128,000
8.12 Pedestrian and speed management improvements in the village of Twyford, as part of the B3354/B2177 corridor within CHARTS. The scheme included improved 30 mph gateway features on the B3354 entry points to the village, three pedestrian courtesy crossing points, road markings to provide a visual narrowing of the carriageway, localised footway widening and a new bus shelter. Construction was completed in October 2003. Monitoring of traffic speeds to quantify the impact of the scheme will be undertaken in May 2004.
Bishops Waltham Village Centre LTP £46,000
8.13 This scheme includes a change of priorities at the junction of Bank Street and Free Street, together with improvements to aid pedestrians. The layout of these measures has been trialled using temporary materials, which has identified problems with a section of footway build-out on the south side of Bank Street, where limited visibility has made use of the priority system difficult for drivers. It is now proposed that the successful change of priority at the Bank Street/Free Street junction is made permanent and that the build-out on the south side of Bank Street is removed. It is also proposed to undertake a further trial of a revised pedestrian provision on the north side of Bank Street, with the aim of improving conditions for pedestrians. A works order has been issued and a start date is currently being arranged with a contractor.
CHARTS Village Initiatives LTP £60,000
8.14 Village initiative schemes have been completed in West Meon and in Hambledon. The scheme in West Meon consisted of a minor improvement to aid pedestrians crossing the A32 and was completed in August 2003. The scheme in Hambledon consisted of traffic management works aimed at speed management in the village and included improved village entry gateways, modifications to the B2150 junction with West Street and other traffic management improvements on the B2150. These measures were completed in September 2003.
Coastal Towns (CTTS)
Old Milton Road/Gore Road, New Milton LTP £120,000 EF £48,000
8.15 This scheme will improve the operation of traffic at these junctions which are located within a short distance of each other, as well as improving facilities for pedestrians and cyclists. Construction of the scheme has commenced and is programmed to be completed by the end of March 2004.
North East Hampshire (NEHTS)
Galley Hill, Church Crookham EF £32,000
8.16 Improvements to pedestrian facilities in the vicinity of the school and the Galley Hill Road/Gables Road junction. Complete.
Farnborough Town Centre Signing EF £125,000
8.17 Implementation of traffic signs to improve destination ease of accessibility and reduce signage clutter. Complete.
Ayling Lane, Traffic Calming. Aldershot EF £55,000
8.18 Implementation of speed humps along Ayling Lane and Church Lane West, to discourage use as a through road and improve safety. This results from requests by local residents for a solution to the traffic problems in the area. The scheme will commence construction in late March/early April 2004.
Highway Improvements, West Aldershot EF £200,000
8.19 Implementation of several aspects to improve the area in terms of safety, access and sustainability. This will include the pedestrianisation of Upper Union Street, introduction of traffic calming measures in the local vicinity, additional parking (with limits/restrictions), relocation of a crossing point and implementation of a shared cycle/pedestrian footway. The scheme will start construction in late March 2004.
NEHTS Village Traffic Management LTP £50,000
8.20 (i) South Warnborough, road narrowing and traffic islands - Complete.
(ii) Reading Road, Hook, priority traffic calming build-outs - Complete.
New Forest (NFTS)
B3055 Sway Footways LTP £40,000
8.21 Phase I of the scheme to improve pedestrian facilities, especially for school children attending St Lukes School and using the section of Station Road between the railway bridge and the junction with Middle Road, together with surface treatment and signing at the Church Lane/West Beams Road junction, has been completed. The existing flashing amber light `children crossing' system and associated signing has been replaced and upgraded as part of the scheme. The new system is in keeping with the County Council's sustainability policy in that the lights and controller are powered by solar energy.
8.22 Design work on Phase II of the scheme is progressing, which includes the construction of a new section of footway in Middle Road, an improved footway alongside the top of the railway embankment between Station Road and a proposed new rear entrance to the school east of Westbeams Road.
High Street, Fordingbridge LTP £168,000 EF £15,000
8.23 This scheme when complete will result in the enhancement of the High Street/Provost Street/Shaftesbury Street junction which will improve its operation for vehicular traffic as well as improve the environment for pedestrians and other users. The street lighting at the junction will also be improved as part of the works.
8.24 The construction of the scheme has commenced and completion is expected late March 2004.
Colbury Junction/Ashurst LTP £1,450,000
8.25 The scheme will provide a right turn facility at the Colbury Junction for traffic travelling to Lyndhurst and destinations further west by the installation of a new slip road combined with traffic signals where the slip road joins the A35. To accommodate the additional traffic along the A35 through Ashurst, a series of traffic management measures are being constructed in the village which will provide improved crossing points for pedestrians and right turn lane facilities for traffic accessing/egressing the residential areas of Ashurst.
8.26 Construction commenced in March 2004. Completion of the scheme is expected by the end of June 2004.
South East Hampshire (SEHTS)
Hill Road, Portchester EF £55,000
8.27 This traffic management scheme was implemented to reduce vehicle speeds and assist with the safety of all road users. Traffic calming measures have been implemented on Hill Road and these were completed in July 2003.
8.28 As part of the scheme a priority system is being trialled at the Portchester Station railway bridge in order to provide a widened footway link under the bridge. The consequence of this was a narrowing of the carriageway to one lane with priority being given to traffic travelling north away from the A27.
8.29 Due to concerns about visibility through the bridge for approaching traffic, amendments were made to the original layout which involved the installation of temporary monoblock kerbing under the bridge and additional carriageway markings on the approaches to the priority system. Monitoring of the scheme will continue through March 2004, however a feasibility study has been initiated which is aimed at establishing whether a traffic signals scheme would be viable for improving traffic control. If appropriate, such a scheme would need to be assessed for priority against other competing demands by the Solent Transport Strategy Panel.
Whiteley Bus Infrastructure LTP £93,000
8.30 Bus stop improvements completed in the Whiteley area. Previously EF scheme. Added to programme in order to release contributions back into Whiteley.
8.31 The Passenger Transport group is currently progressing Bus Stop Infrastructure Improvements in the Bridgemary area to the value of £100,000.
8.32 The scheme consists of improvements of 15 bus stops on principal routes through Bridgemary, which includes Tukes Avenue, Gregson, Nobes and Beauchamp Avenue, together with Rowner Lane. These include the refurbishment of ten bus shelters, provision of new bus stop poles, and provision of raised bus border kerbs and new bus stops markings at various locations along the route.
8.33 Construction commenced on-site on 12 February 2004 and is due to be completed late March 2004.
West Lane, Hayling Island EF £12,000
8.34 The provision of a 1.8 metre wide standard footway along the western side of West Lane is dependent on land dedication or purchase. At least one owner is insisting on higher land value than is reasonable and without the land agreements the project cannot proceed. Landowners will be consulted again in light of a recent pedestrian injury, but if still unsuccessful it may be considered appropriate to apply for compulsory purchase powers.
Hayling Billy Cycle Access (Havant Station) LTP £200,000
8.35 Phase One scheme in conjunction with South West Trains to provide pedestrian and cycle connection between the end of the Hayling Billy cycle route at New Lane into Havant railway station car park. Measures include an uncontrolled crossing at New Lane, entrance gateway to car park, and a marked two-way cycle track through part of the station car park. Scheme also includes creation of eight additional car parking spaces, street lighting improvements and closed circuit television cameras. Completed in November 2003.
South West Hampshire (SWHTS)
Eastleigh Quality Bus Partnership - Derby Road - Southampton Road EF £10,000
8.36 Derby Road/Station Road was one of a number of schemes which make up the Eastleigh Quality Bus Partnership between the County Council, Eastleigh Borough Council and Solent Blue Line with the aim of improving services, roadside infrastructure and passenger facilities.
8.37 This was one of a number of junctions identified by the bus company as causing problems. After preliminary design it was confirmed that it would not be possible to construct a mini-roundabout. However, a yellow box marking was implemented on Southampton Road in December 2003 enabling an improved exit from Derby Road for buses. The bus company has welcomed this improvement.
Hedge End Area Transport Strategy (HEATS) - Cycle Link to Itchen Valley Country Park EF £45,000
8.38 This provides an off-road link from Mansbridge Road, Swaythling to the Itchen Valley Country Park, and construction was completed in October 2003.
Eastleigh Decriminalised Parking LTP £125,000
8.39 This budget allocation supports the introduction of decriminalised parking in the Eastleigh district which will be effective from 1 October 2004. Preparatory work is being undertaken by the Borough Council.
Botley Town Centre Cycle Parking EF £10,000
8.40 Small number of cycle stands provided in Botley Town Centre. Completed April 2003.
Valley Park to Hiltingbury EF £120,000
8.41 The Hursley Road/Hiltingbury Road, Chandlers Ford signal improvements form part of the Knightwood Development Funded Programme for the provision of the Valley Park to Hiltingbury cycle route:
(i) the Hursley Road/Hiltingbury Road/Baddesley Road signals;
(ii) the new Flexford pedestrian/cycle bridge; and
(iii) the cycle track linking the new footbridge with the Hursley Road/Hiltingbury Road/Baddesley Road signals.
8.42 The scheme will provide a pedestrian facility on each of the four arms of this junction, with Hursley Road south and Hiltingbury Road being designed to accommodate the future cycle route. These two will have larger `landing pads' to accommodate cycles and some street furniture will need to be relocated to create this space.
8.43 Works on the signals are now due to start on 25 March 2004 following a delay caused by the need to re-site a Southern Electricity pole which would have obscured pedestrians from view. This is now complete and the pedestrian phase is anticipated to be completed by the end of April 2004.
8.44 This scheme was one of a number funded by the HEATS contributions, and was given a high priority by Members. It was constructed in December 2003 and modifications to the street lighting are anticipated to be completed by the end of March 2004.
8.45 This scheme, funded from the Pirelli Developments, involved a study by Consultants RTA to identify residents' parking zones in the new Pirelli and Caustons developments, and has also identified three new zones in the existing residential areas adjacent to the new development. These zones will regulate parking and help to contain overspill parking from the developments.
8.46 The Traffic Regulation Orders are being advertised on 29 March 2004, after which any objections will be reviewed. It is anticipated that all signing and lining works will take place in order for the scheme to be up and running by October 2004 which will coincide with the planned introduction of decriminalised parking within Eastleigh Borough.
Oakmount Road Traffic Management EF £100,000
8.47 This scheme includes Gateway features, pedestrian refuges and anti-skid surfacing with localised widening. All works are now complete with the exception of the works on the bend in Oakmount Road. This is being progressed by Eastleigh Borough Council in conjunction with its M3 over-bridge cycle route scheme and started construction on 15 March. It is expected to be complete by the end of May 2004.
Doncaster Drove Cycles EF £95,000
8.48 The cycle track alongside Doncaster Drove has been completed. The Traffic Regulation Orders for the speed limit change in Stoneham Lane and the banned right turn out of Doncaster Drove onto Stoneham Lane have been advertised, with no objections being raised. These orders can now be confirmed and the Toucan crossing in this area installed.
Jacobs Gutter Lane LTP £250,000 EF £910,000
8.49 Improvements have been made to Jacobs Gutter Lane which have strengthened the carriageway as well as widening sections of the road to provide a minimum running carriageway width of 6.75 metres.
8.50 As part of the development of the Hampshire Energy from Waste incinerator site a large gas main is proposed to be laid to the site which will cross under the existing Jacobs Gutter Lane. To avoid abortive work and conflict with the laying of the gas main the highway improvement scheme was planned to be undertaken in two phases. Phase I has been completed, which has resulted in improvements between the old A326 Marchwood Bypass and Bury Copse. Phase II was programmed to be carried out in August 2004 but the gas company has now given notice it will not proceed with its works in the foreseeable future. Consideration is therefore being given to proceeding with Phase II in August 2004 as planned.
Romsey Movement and Access LTP £700,000 EF £390,000
8.51 This scheme has now started on-site and is programmed to be completed by this summer. It involves traffic calming and pedestrian priority features and improved facilities for cyclists and pedestrians. The works are to be undertaken in three phases: Station Road to The Hundred; The Hundred west of Latimer Street; and The Hundred east of Latimer Street, respectively.
Western Hampshire (WHTS)
Stockbridge Village Centre LTP £25,000
8.52 Work on the new pedestrian refuge in Stockbridge commenced 19 January and is now completed.
Winchester (WMAP)
Romsey Road, Winchester LTP £50,000
8.53 This scheme relates to a series of minor footway and traffic management improvements identified in an earlier consultation exercise to improve pedestrian facilities along the Romsey Road corridor. The proposed measures focus primarily on the area of Romsey Road outside the hospital and Police Headquarters, but include further minor footway improvement works such as drop kerb crossings, tactile paving and localised resurfacing along Romsey Road to the roundabout at Badger Farm Road.
8.54 A new pedestrian refuge is proposed on Romsey Road on the western side of the entrance to the Police Headquarters to aid pedestrian crossing movements and speed management. Further pedestrian enhancements are proposed in this area and consist of tactile paving and localised footway resurfacing. It is also proposed to add an edge of carriageway marking to the southern side of the road which will enable the stop line at the junction with St James' Lane to be repositioned to improve visibility from the side road. This scheme is now at Project Appraisal stage and construction is expected to commence prior to the end of March 2004.
Bar End Park-and-Ride Extension LTP 450,000 EF £2,750,000
8.55 A scheme to extend the St Catherine's Park-and-Ride car park from 140 spaces to 590 spaces over land that was formerly part of the A33 Winchester by-pass. This, together with the 190 spaces available at the Barfield car park, brings the total provision at the Bar End Park-and-Ride facility to 780 spaces. The scheme includes a new access to the car park from Garnier Road, kerbing, paving, drainage works and landscaping. A small amenity building to accommodate toilet facilities and offices has also been constructed. Local traffic signing has been provided to direct traffic to the new primary entrance on Garnier Road, however the original access from Bar End Road remains open.
8.56 All building and civil engineering contracts have been substantially completed. A landscape planting contract is under way and is due to be completed in summer 2004, which will be followed by a three year maintenance period.
8.57 The car park is now operational and a formal opening ceremony was held on 24 February 2004.
8.58 Plans for the land purchased at Magdalen Hill North Down, in mitigation for the land at the Bar End site, are continuing to be developed for an area of open downland pasture. Detailed design for earthworks and planting work has commenced and it is hoped that this work can be undertaken later this summer in readiness for the autumn planting season.
Casualty Reduction Programme
B2177 B3354 Fisher's Pond LTP £500,000
8.59 A significant casualty reduction scheme has recently been completed at this junction to reduce the previous high incidence of right-turn injury accidents.
8.60 The works, undertaken by Raynesway Construction Southern Limited, started at the end of October 2003 and were completed during January 2004.
Low Cost Safety Programme LTP £1,750,000
8.61 The 2003/04 low cost/high yield casualty reduction engineering programme consisted of 62 schemes throughout the county with a combined value totalling approximately £1.1 million, which was then supplemented with an additional £750,000 following the award of major scheme funding for the A3 Bus Priority Corridor.
8.62 This additional funding has enabled the County Council to implement early additional schemes at locations with a record of high severity casualties. Some of these sites have been identified through the County Council's Casualty Reduction Partnership investigations with Hampshire Constabulary at locations that have recently experienced high severity collisions. The treatments proposed are broadly similar to the well-established low cost engineering programme and include measures such as improved signing, carriageway markings, retexturing and resurfacing. In addition, the enhanced funding enables early carriageway repair works to be undertaken, ahead of an increased surface dressing programme in the 2004/05 financial year, for roads with a proportionally high occurrence of loss of control incidents. It is expected that 95% of the enhanced programme will be completed by March 2004.
Lymington High Street LTP £50,000
8.63 A major casualty reduction scheme is currently being implemented in Lymington High Street to reduce the high incidence of accidents involving vulnerable road users.
8.64 The works involve widening the existing footways, giving priority to pedestrians along the High Street and narrowing the existing road by the Pelican crossing and Church Lane. An upgrade of the existing Pelican crossing to a light-controlled Puffin crossing is also planned.
8.65 The works started early February 2004, the contract is expected to last for six weeks at a cost in the region of £50,000.
A30 Southwood, Dummer LTP £450,000
8.66 A major casualty reduction scheme was recently completed at this location to reduce the previous high incidence of right turn accidents on the A30 towards M3 Junction 7. Of the number of improvement options studied, a traffic signal layout was shown to offer the optimum solution in accommodating existing and predicted traffic flows. At the same time, the scheme also allowed provision for a right turn lane on the A30 from Basingstoke to allow access from the A30 to Winchester. This will prevent `U' turning at the M3 Junction 7 roundabout.
8.67 The works were completed in December 2003 at a cost in the region of £450,000.

MIRACLES LTP £880,000
8.71 The four year sustainable transport project MIRACLES, which is co-financed by the European Union, reached its mid-point in February 2004. To date the project has implemented a number of integrated demonstration measures in the city of Winchester, involving public transport, cleaner vehicles and cycling. Over the next two years these pilot trials will be developed further and their impact on energy efficiency, air quality, modal shift and congestion evaluated.

8.78 This programme of under £10,000 schemes comprises 24 committed schemes, primarily focussed on pedestrian improvements, prioritised through consultation with Members, District and Parish Councils. The programme is delivered through the Hampshire Highway Area Offices and is likely to be 70% complete by the end of March 2004.
Passenger Transport Information LTP £130,000
8.79 The `Passenger Transport Information' project is part of the Government initiative to provide a nationwide public transport journey planning service by telephone and the web. The County Council is part of the South West regional consortium comprising operators and local authorities. Its regional call centre is currently in Exeter. The County Council manages the Hampshire database of all bus services and bus stops, including a map base of all routes. The next goal is for fares to be available as part of the service. The project is ongoing and is funded through the LTP.
8.80 Alternative uses for the database are increasingly being found, both internally for Real Time Information Systems, accessibility models and passenger information screens at bus stations, and externally to feed private companies' journey planners (for which the County Council receives payment).
Safer Routes to School LTP £500,000

Air Quality and Noise Monitoring LTP £50,000
8.82 The air quality capital budget has been fully utilised for 2003/04 and has funded three projects in partnership with district councils in Hampshire.
8.83 Funding has been used to purchase air quality monitoring equipment for use by East Hampshire District Council in Petersfield. Rather than a permanent monitoring station as has previously been funded for Horndean, the equipment purchased this year is smaller and can be mounted directly onto lamp columns. This type of equipment, although not able to provide such an extensive range of data, is far more flexible and will therefore be able to be used in a range of locations. The information currently being collected in Petersfield will be used as part of the monitoring associated with the town centre enhancement programme.
8.84 Funding has also been provided to help establish a website in partnership with Gosport Borough Council for the dissemination of air quality information to local businesses and the general public. The Borough Council already collected a range of air quality data and wished to make this more widely available. The County Council funding is being used to establish the website, with maintenance and updating funded by the Borough Council, together with validation of the data collected to help ensure it is as accurate as possible.
8.85 The County Council has also been working with Eastleigh Borough Council to co-fund the purchase of air quality monitoring equipment for Southampton Road in the town. Assessments undertaken by the Borough Council have identified particular problems associated with traffic generating level of pollution that could lead to poor air quality. The County Council is therefore helping to monitor these levels and will also assist in the development of an Action Plan to address air quality in this area if necessary.
Homezones/Community Strategies LTP £200,000 EF (Grant) £499,000 Portchester Homezone
8.86 Following completion of the design and consultation stages of this project contract documents have been produced and competitively tendered. Caroway Construction has been appointed as the successful contractor and commenced construction on 15 March 2004.
8.87 The main civil engineering works will be progressed in sections in order to minimise the disruption to the residents. In general, works commence at the Sunningdale Road end and progress towards White Hart Lane. Work is expected to be ongoing in two sections consecutively with an overall contract period of 30 weeks. These construction works will require Temporary Road Closures.
8.88 Following the successful trial of a sample street light the main contract to erect all street lighting within the Home Zone commenced on 5 January and is now substantially complete. These works have generally been welcomed and praised by the residents.
8.89 The project remains on budget and programme, with completion anticipated in early 2005. Consultation is still ongoing through the Residents Working Group and to all residents through newsletters. The local schools are continuing to be consulted.
LTP Monitoring/Initiatives LTP £150,000
8.90 This programme was held back while the A3 funding was awaited. At the January Executive Member for Environment meeting a revised programme of £150,000 was agreed, with £120,000 on monitoring, £10,000 for cycle carriage on buses, and £20,000 on promotional material.
Hythe Pier LTP £90,000
8.91 Following the recent dredger accident which severed Hythe Pier and its subsequent repair, the maintenance work continues with new wooden decking and steel hand railing throughout the length of the pier. Funding of £90,000 per annum continues until 2005/06.
Recreational Cycling LTP £60,000

Major Scheme Programme
A3 Bus Priority Corridor - Progress
8.93 The delivery of the A3 Corridor had been restrained while waiting for the outcome of the major scheme appraisal. Although the funding has been received to complete the project it has taken longer than expected to regain the momentum of the original programme, resulting in less expenditure being achieved in 2003/04 than planned. The additional work and funding will be rolled into 2004/05 and now that a dedicated project team has been set up for Sections 4 and 5 effort will be made to accelerate the remainder of the project and recover time lost during the wait for funding approval.
8.94 Although the expenditure in 2003/04 was not as high as planned the additional design and development resources are now in place to meet all of the demands for the remainder of the corridor. This, combined with the experience gained on the project so far and both the flexibility of major scheme SCA funding and the flexibility in design of the remainder of the route, make it possible to complete this project within time, quality and budget and still achieve its objectives.
9. Transport Capital Programme 2003/04 - Schemes Delayed into 2004/05 and Beyond
BEST
BEST Route 1 Quality Bus Partnership (A30 and A340) EF £500,000
9.1 The County Council is working with Stagecoach and Basingstoke and Deane Borough Council to provide a reliable, accessible and realistic alternative to the private car by improving the quality of service of Basingstoke's busiest bus services. This involves infrastructure improvements to the Basingstoke bus corridor along services 1 between Baughurst and Hatch Warren via Tadley and service 6 through Winklebury. The Quality Bus Partnership with the County Council, Stagecoach and the Borough Council was agreed in August 2002. The improvements include waiting facilities, access and information at bus stops and route branding. Stagecoach has invested in newly refurbished accessible vehicles and improved frequencies along services 1 and 6.
9.2 The County Council reviewed the designs for the bus stops and concluded that further investigation and design was still required. Therefore the County Council-funded elements have been delayed to 2004 to enable this to be undertaken. Basingstoke and Deane Borough Council commenced locally-funded advance works on site in December 2003, and construction will continue throughout 2004.
New Road Pedestrian Crossing EF £225,000
9.3 The Borough Council is evaluating the tender returns for a pedestrian crossing which will replace the existing subway in New Road. Works are to include alterations to the car park entrance, improvements to the bus stop, together with the provision of a new taxi rank. Due to traffic orders and highway extinguishment difficulties this scheme is delayed and will start later in 2004/05.
Victory Roundabout EF £100,000
9.4 Following Basingstoke and Deane Borough Council's request for further work to investigate the proposed signalisation of Victory roundabout, there has been concern about the levels of traffic congestion and scheme benefits. The scheme has therefore been significantly reduced and deferred to the 2004/05 programme. Developer Contributions have been reallocated to other schemes in the 2003/04 and 2004/05 programme.
CHARTS
The Square, Liphook Pedestrian Refuge EF £13,000
9.5 This proposal relates to the provision of a zebra crossing at the southern end of The Square in Liphook. Detailed design is complete, however the District Council is currently being consulted about the landscaping works as the scheme is located within the conservation area. Once this is completed a project appraisal will be prepared and the scheme will be implemented early in the new financial year 2004/05.
NEHTS
Murell Green Public Transport EF £20,000
9.6 Original contribution is insufficient to provide significant improvements. As the contribution is specific, investigations are under way for the provision of a public bus service to assist employees in the local area with home to work journeys. This scheme has therefore been deferred to the preparation pool, and will return to the programme in due course.
SWHTS
Eastleigh QBP - Access to Bus Station EF £70,000
9.7 The intention is to implement Selective Vehicle Detection (SVD) at the signals on Southampton Road (outside the rail station) to facilitate buses turning into the bus station. The scheme is currently at detailed design stage, a Safety Audit has been completed and a start on-site is anticipated early in the new financial year.
HEATS - Moorgreen Road Safety Improvements EF £200,000
9.8 The scheme introduces priority build-outs and pinch-points at regular intervals along Moorgreen Road between Botley Road and Burnetts Lane. Some of these features will incorporate pedestrian crossing facilities involving dropped kerbs, tactile paving, bollards and associated coloured surfacing and markings. Kerb lines at the junction of Monarch Way (near the school) will be re-aligned to discourage `kiss and run' parking and a coloured surface will be applied to highlight the junction area.
9.9 A trial of the proposed layout will precede implementation of the scheme which is anticipated to be undertaken in the 2004 school summer holiday period.
HEATS - Hedge End Rail Station Improvements EF £50,000
9.10 Access into the rail station is to be improved for buses by altering the central island circulatory movements from two- to one-way, thus improving the bus turning facility. The existing bus stop is to be relocated to a position directly in front of the station. This will not only make it easier for buses to stop, but will also reduce the distance between the bus stop and the station itself, eliminating the need for pedestrians to cross the running carriageway to access the station. The kerbing at the relocated bus stop is to be replaced with kerbs suitable for low-floor buses.
9.11 Stroudley Way is also to have double yellow line markings installed on both sides to remove parked cars, thus further improving the safety of buses, cyclists and pedestrians going into and out of the station.
9.12 In addition, the station car park is to have its car parking spaces re-marked. At present they are too narrow and consequently are not adhered to. By formalising the area for parking it is anticipated that more cars will be able to park than can at present. However, this is the subject of further investigation by Eastleigh Borough Council.
9.13 This scheme has been slightly delayed as a result of the Eastleigh decriminalised parking process which has delayed the processing of the associated Traffic Regulation Orders. It is anticipated that implementation of this scheme will take place early in the new financial year.
Maunsell Way Traffic Management EF £350,000
9.14 The measures are aimed at improving speed management on Maunsell Way and are aimed at improving conditions for pedestrians and cyclists. A school safety zone is proposed outside Berrywood Primary School which will include signed gateways, road narrowing and formalised crossing areas. Missing sections of footways will be constructed to provide a continuous pedestrian/cycle shared use facility along Maunsell Way. The existing priority junctions at Locke Road, Drummond Road and Stroudley Way are proposed to be converted to mini-roundabouts. In addition the existing informal pedestrian crossing points along Maunsell Way will be rationalised by either removing, upgrading or installing additional crossing facilities. All existing street lighting will be upgraded to current standards by replacing lanterns throughout the route. In addition, where existing priority junctions are being modified to mini-roundabouts more columns will be installed.
9.15 Implementation of this scheme is planned to coincide with the school summer holiday period 2004 in order to minimise disruption to residents and other road users.
9.16 The objective of this proposal is to provide a link between Stoneham Lane and Falkland Road. The preliminary design for this is currently being progressed by the County Council's Engineering Consultancy and implementation is expected next financial year. Additional work is being undertaken to consider the provision of controlled crossings on Chestnut Avenue.
Valley Park to Toynbee EF £200,000
9.17 The first phase of this work has been completed as a part of the Chandler's Ford Railway station scheme and involved the construction of a ramp providing a shared use facility from the station to Bournemouth Road.
9.18 Phase II forms part of the Knightwood Development Funded Programme and is aimed at providing a safer route to school for pupils and staff. A total of £200,000 has been allocated from the Knightwood Development Funded Programme for the scheme. The project will also provide a valuable east-west cycle link in Chandler's Ford and is included in Eastleigh Borough Council's proposed cycle network.
9.19 The Phase II works will complete the scheme from the station area to Meon Crescent and will include:
(i) conversion of the existing Pelican crossing to a Toucan crossing;
(ii) conversion of the footway on the eastern side of Bournemouth Road (between the Toucan crossing and the Central Precinct car park), including the footpath link to Meon Crescent, to shared use footway/cycleway; and
(iii) widening of the footway in front of the Central Precinct, including the relocation of the bus stop and a telephone box.
9.20 The Phase II works are currently at detailed design stage, however some land ownership issues have been identified and need to be resolved prior to the start of construction. It is therefore anticipated that construction will now start around June 2004 if all problems are successfully resolved.
10. Major Scheme Programme Progress
10.1 All schemes greater than £5 million are major schemes funded by Central Government, subject to successful appraisal and fund availability. The current provisional programme for major transportation schemes is:
(i) South Hampshire Rapid Transit Fareham-Gosport-Portsmouth Light Rapid Transit 2001/06 LTP
(ii) Totton Town Centre 2006/11 LTP
(iii) Chickenhall Lane Link Road 2006/11 LTP
(iv) Stubbington Bypass 2006/11 LTP
(v) Botley Bypass 2006/11 LTP
10.2 Consultation with DfT and the Government Office for the South East is underway to see if there might be an opportunity to make an early bid for Totton Town Centre in July 2004. If the situation is favourable the work to date on this project may be sufficient for either an early approval or on-going development leading to full approval at a later date. This should not jeopardise bids for other major schemes and if the situation does not prove to be suitable Totton will resume its place in the provisional programme.
10.3 The Chickenhall Lane Link Road remains the County Council's top priority major scheme. It will deliver improvements for Eastleigh and help with promoting new development and facilitating redevelopment of existing industrial areas. The project is being developed in partnership with both Eastleigh Borough Council and the British Airports Authority (BAA), which is now the principal landowner and developer. Work is underway so that planning applications can be submitted in autumn 2004 for the link road and also the Northern Business Park, with a possible early bid to the DfT in July 2005. It is expected that this project will only be viable with significant assistance and financial contributions from BAA.
10.4 Studies on the proposed Stubbington bypass are ongoing, with a view to a 2007 submission for a major scheme bid. A `consultative draft report' on the preferred alignment of the bypass is being prepared to draw together the findings and recommendations from environmental, transportation and engineering investigations. It is envisaged that further Member, Stakeholder and Public consultation will feed into and build upon this `consultative draft' to arrive at a final preferred route recommendation prior to formal Executive Member approval later in the year. The scope of the project may need to be expanded to cover western transportation access for the Gosport peninsula to more fully meet the project objectives and satisfy funding requirements.
11. Highways Maintenance and Bridges
11.1 The 2003/04 capital programme includes an overall sum of £26.9 million for the capital maintenance of roads and bridges, reflecting an allocation of £14.2 million from the County Council's local resources together with £12.7 million of expenditure being funded from Government borrowing approvals.
11.2 The programme includes the additional sum of £3.5 million, made available at the beginning of the year by Cabinet, for an enhanced programme of repairs to local roads and footways. It also takes into account the redeployment of £350,000 to meet a number of pressures on the revenue budget for routine highways maintenance, which was approved by the Executive Member for Environment in January 2004.
11.3 No further variations need to be reported at the current time as the capital maintenance programme is being implemented in line with the approve plan. An analysis of the overall allocation of the 2003/04 highways maintenance budget, including details of capital structural maintenance programme, is provided in the report Revenue Budget Monitoring 2003/04, Appendix 2, elsewhere on this agenda.
12. Regeneration of Older Urban Areas Programme 2003-05
12.1 To initiate a range of regeneration projects across Hampshire's urban areas utilising the Regeneration of Older Urban Area (ROUA) Capital Programme allocation of £955,000 per annum in 2003/04 and 2004/05 was approved on 23 July 2003. The projects in the ROUA 2003-05 programme are:
(i) The Square, Hamble;
(ii) Town Quay, Fareham;
(iii) Waterfront, Warsash;
(iv) Town Centre, Yateley;
(v) Town Centre, Havant; and
(vi) `Old Totton'.
12.2 Scheme development, planning or design work has started on all the projects in the programme. Match-funding is being negotiated for all the projects and has already been secured from the relevant districts for planned work at Hamble, Yateley and Havant.
12.3 The combined ROUA and LTP funded improvements in Rumbridge Street `Old Totton' are due to go on public exhibition in May, with work commencing in late 2004.
12.4 The first phase of repaving work at The Square, Hamble, has commenced. Additional funding of £500,000 has been secured by Eastleigh Borough Council for this project in the 2005 to 2007 period. Planning for future phases utilising the enhanced budget has now begun.
12.5 Analysis of the returns from the public consultation held last year have provided evidence of a good level of support for the first phase proposals for improvements in Yateley. Detailed survey and design work is now underway and it is hoped to begin implementation in early 2005.
12.6 Work at Warsash is on target to start on-site in September/October 2004. The Fareham Town Quay project remains programmed to commence in 2005 following completion of the Warsash scheme.
12.7 The ROUA programme includes a budget allocation for technical studies in Havant town centre. Following the success of Havant Borough Council's bid to the Office of the Deputy Prime Minister's Liveability Fund, discussions are taking place with the Borough Council to coordinate activity in developing urban design planning and public realm strategies. The technical studies will utilise and guide the enhanced capital now available for physical improvements in the town centre.
13. Country Towns Initiative Programme 2003-06
13.1 Footbridge construction works have been completed in Alton Town Centre to a value of £25,000 as part of a jointly funded scheme with East Hampshire District Council. Sculpture and seating works (£3,500) are in progress at Fordingbridge Market Place, linked to LTP highways and environmental works.
13.2 Works from earlier budget years were completed this year at Fawley Square (£80,000) and Petersfield town centre (£100,000) as parts of larger partnership schemes.
13.3 Works at Hythe Promenade are in the final stages of contract preparation and are expected to start in July 2004. The £495,000 scheme is jointly funded with New Forest District Council and Hythe Parish Council. The £23,000 CTI allocation for 2003/04 forms part of a CTI £268,000 allocation of the three year period 2002-05.
13.4 Improvements to Church Place, Romsey are also in the final stages of tender preparation with an expected start date of June 2004. The £203,000 allocation for 2003/04 forms part of an overall budget of £397,000 for the period 2002-05.
14. Waste Management Programme
14.1 Projected commitments on the waste management programme for landfill sites, remedial works and household waste recycling centres are expected to be in line with the approved 2003/04 Starts Programme. The Projected Commitments against the 2003/04 Starts Programme are as follows:
