1. Summary
1.1 The following decisions are sought:
(i) That approval be given for the Chief Executive to conclude an appropriate legal Agreement associated with an outline planning permission for residential development (750 dwellings) and associated infrastructure (Ref: BDB/48052) with David Wilson Homes Limited and Basingstoke and Deane Borough Council in relation to the implementation, at no cost to the County Council, of the approved highway works at an estimated cost of £0.5 million, the securing of a financial contribution of £2.62 million towards the North Hampshire Transport Strategy (formerly the Basingstoke Environmental Strategy for Transport), and in pursuance of a traffic regulation order to reduce the speed limit on adjoining roads from 40 miles per hour to 30 miles per hour.
(ii) That approval be given to conclude negotiations in respect of a legal Agreement between Basingstoke and Deane Borough Council as the local planning authority and Hampshire County Council as landowner in association with an outline planning application for land north of Popley Way, Popley for a mix of residential (950 dwellings), employment, retail, education and associated uses (Ref: BDB/56462) in relation to the implementation, at no cost to the Highway Authority, of the approved highway works at an estimated cost of £1.75 million, the securing of a financial contribution of £3.30 million to the North Hampshire Transport Strategy, and in pursuance of traffic regulation orders on adjoining roads to reduce the speed limits to 30 miles per hour and the prohibition of driving on part of Chineham Lane.
(iii) That approval be given to conclude negotiations in respect of a legal Agreement between Basingstoke and Deane Borough Council as the local planning authority and Hampshire County Council as landowner in association with an outline planning application for land at John Hunt of Everest Community School, Popley Way, Popley for the erection of 400 dwellings and associated infrastructure (Ref: BDB/57044) in relation to the implementation, at no cost to the Highway Authority, of the approved highway works at an estimated cost of £0.35 million, the securing of a financial contribution of £1.40 million to the North Hampshire Transport Strategy and in pursuance of a traffic regulation order on Popley Way to reduce the speed limit from 40 miles per hour to 30 miles per hour.
2. Reason
2.1 This decision supports Aim 2 of the Corporate Strategy (Stewardship of the Environment) by improving travel choice and Aim 4 (Building Strong and Safe Communities) by maintaining a safe road network and reducing accident levels.
3. Other Options Considered and Rejected
3.1 The County Council could opt not to enter into a legal Agreement with David Wilson Limited or the Highway Authority opt not to conclude negotiations with County Estates Practice. These options have been rejected as it would deprive the County Council of financial contributions and highway works which assist in meeting the Corporate Strategy Aims. A higher or lower level of transport contribution could have been considered, however the terms outlined in the report have been negotiated and agreed by all parties.

7. Introduction
7.1 These planning applications involve the development of two adjacent sites north of Popley Way and the secondary school site south of Popley Way in North Popley, Basingstoke, which together form a significant part of the North Basingstoke Action Plan. Throughout the planning application process the three sites have been treated comprehensively and a Transport Assessment for the Action Plan was prepared rather than three separate assessments. The three sites are located to the north of the A339 and between the A340 to the west and the A33 to the east (see attached location plan). Detailed plans will be displayed at the meeting.
7.2 Basingstoke and Deane Borough Council considered the three planning applications as a single item on 10 March 2004 and resolved to grant outline planning permission for all three sites, subject to conditions and the preparation of separate legal Agreements.
7.3 The three applications consist of:

Mixed residential (950 dwellings), employment, retail, education and community uses on 53 hectares of agricultural land (Hampshire County Council). |
Land at John Hunt of Everest School site |
Erection of up to 400 dwellings on 11 hectares school site (Hampshire County Council). |
8 Transport Proposals
8.1 The Transport Assessment identifies a package of proposals which should encourage the use of alternative means of transport to the car and provide access to the three sites.
8.2 The package consists of the works necessary to provide access to the three sites which will be undertaken through a Section 278 Agreement for the non-County Council development.
8.3 The access works include new junctions with Carpenters Down, Chineham Lane, Aldermaston Road (A340), Popley Way and Shakespeare Road. Improvements will be made to the junctions of Popley Way with Sherborne Road, Chineham Lane, and Carpenters Down and Sherborne Road/Chineham Lane.
8.4 Chineham Lane will be diverted to create a more circuitous route through the development. Sherborne Road will bisect the school site. On the grant of planning permission, closure of Sherborne Road will be sought through planning legislation.
8.5 The financial contributions are sought towards the improvement of road corridors (£3.95 million) including A340, Popley Way, Carpenters Down and A33, improvement to bus services (£2.66 million) including both capital and revenue expenditure, and the provision of cycle routes (£0.71 million) linking Popley to Basingstoke town centre.
8.6 The contributions in support of the A34 corridor (£0.72 million) are towards a scheme included in the Capital Programme, A339/A340, Aldermaston Road roundabout, signalisation and provision of a bus lane on A340 from Ringway to Lodge junction. The contributions for the A33 corridor (£1.68 million) are towards a scheme included in the Capital Programme, A33 Ringway-Popley Way and a scheme in the Preparation Pool, A33/Crockford Lane junction.
8.7 The contributions in relation to the Popley Way and Carpenters Down corridors are towards the provision of cycleways and speed reduction measures. The speed reduction measures include the provision of central refuges, white lining, removal of bus lay-bys, removal of subways and the provision of cycle/footway crossings. In association with the proposed junction and junction improvements on Popley Way and Carpenters Down vehicle speed reductions should be achieved.
8.8 Improvements to bus services will include measures to improve bus stop infrastructure and the real-time information system. Funding will also enable the provision of two bus services to Basingstoke Town Centre at a 20 minute frequency during the day time.
8.9 The cycleway contributions (£0.71 million) will assist with the funding of three strategic cycleways linking Popley to Basingstoke Town Centre via the underpasses on the Ringway between Abbey Road/Sherborne Road and Shakespeare Road/Oakridge Road and the footbridge over the Ringway between Abbey Road/Stratfield Road.
8.10 The financial contribution amounts to about £3,500 per dwelling and is in line with contributions generally obtained within the Borough of Basingstoke and Deane of about £3,000.
9. Financial Implications
9.1 In the event of the three planning permissions being implemented the applicants have agreed to make financial contributions totalling about £7.32 million to the North Hampshire Transport Strategy (formerly the Basingstoke Environmental Strategy for Transport) to secure infrastructure to encourage alternative modes of transport and road improvements.
10. Local Members' Views
10.1 The local Members, Councillors Mrs Frankum, Mrs McNair-Scott and Shaw have been consulted. Councillors Mrs Frankum and Mrs McNair-Scott support the proposed recommendations and wish to be consulted prior to detailed proposals being approved on Popley Way and Carpenters Down. Councillor Shaw supports the proposed recommendations.
