    Nightingale Primary School, Eastleigh

      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide a new Early Years facility will have an immediate benefit for the school and the local community.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

    1.1

    Nightingale Primary School is located in a residential area to the south west of Eastleigh. The former Junior and Infant Schools amalgamated in 1991 to form the Primary School. The former Infant school building currently houses Key Stage 1 pupils and a nursery, with the remainder of the Primary School accommodated in the former Junior school building.

    1.2

    Following a review of special educational needs provision in Winchester and Eastleigh it was identified that early years provision for children with special educational needs and mainstream nursery provision should be improved for the Eastleigh area. The review process has identified this school as being suitable for reorganisation to provide a new Early Years Centre and improved accommodation for the Primary School.

    1.3

    An allocation of £522,000 excluding fees, has been made in the Education 2004/05 Capital Programme for a scheme to convert the existing former Infant School building to provide a new Early Years Centre

    The estimated cost of the work to consolidate the primary school in the former Junior School building is £1.3m. It is estimated that a substantial proportion of these costs could be met through a proposed land sale of part of the existing school site for residential development (subject to the grant of planning consent) which has been identified as surplus to requirements. Further funding has been identified from the Education Capital 2004/05 NDS Modernisation fund, along with a contribution from the school. This element of the work will be subject to the development of the land sale and a design project appraisal will be presented to the Executive Members - Education and Policy and Resources later in the year.

    A design solution for the existing school buildings has been agreed and the purpose of this report is to outline the proposals to provide an Early Years Centre at this school and seek approval to the attached building design project appraisal, at an estimated cost of £522,000 excluding fees.

    Scope of the Works

    2.1

    Work will consist of the refurbishment of the Key Stage 1 (former Infant School) building to provide an Early Years Centre. The accommodation will include play rooms, baby unit, therapy rooms, a multi-purpose room, reception and drop-in area, staff accommodation, administration area, hygiene/wc's/shower facilities and kitchen. A new entrance canopy will be constructed over the existing main entrance.

    Procurement

    3.1

    Subject to the necessary approvals, an early appointment of a preferred contractor would resolve issues regarding expenditure and programming and would allow the works to commence on site during July 2004 and be completed during December 2004.

    3.2

    As outlined in the Buildings, Land and Procurement Panel meeting of 24 March 2004 and the Executive Member, Policy and Resources, of 8 April 2004, it is proposed to package the works under a partnership arrangement that will be linked to the Major Projects Framework Agreement.

    3.3

    It is therefore proposed to combine this Early Years Centre scheme with the Primary School consolidation project as a package of work through a Framework Contractor.

    Funding and Timing

    4.1

    The cost of this scheme is £522,000, excluding fees and an allocation of £522,000 excluding fees, has been made in the Education 2004/05 Capital Programme. Of this amount £261,000, excluding fees, has come from the 2004/05 NDS Modernisation fund and £261,000, excluding fees, has come from the 2004/05 Nursery Education in Disadvantaged Areas (NEDA) fund. The NEDA element of the funding is required to be spent by 31 August 2004.

    4.2

    This is an extremely fast-track project to meet the spend requirements of the NEDA funding, set by the DfES. There is very little flexibility in the programme and the project will need to go smoothly if the deadline is to be met. Subject to the necessary approvals, it is anticipated that prices will be agreed during May 2004, work will commence on site during July 2004 and be completed during December 2004.

    5.1

    Consultation with Local Member

    Councillor Luffman, local Member for this area, has been consulted on and supports the proposals within this project appraisal.

    Conclusion

    This scheme will provide an Early Years Centre within a residential area of Eastleigh and improved accommodation within the Primary School.

    Recommendation

    That the Executive Member for Education advises the Executive Member for Policy and Resources that the project appraisal for an Early Years Centre at Nightingale Primary School, at an estimated cost of £522,000, excluding fees, be approved.

Landlord Funded Work connected with this Scheme

The Director of Property, Business and Regulatory Services is currently assessing the extent of capital repair work associated with the existing building and this may be included with this scheme.

Value of Land already acquired for this Project

Whilst the site of the former infants building appears suitable for residential development, this would then mean the Early Years Centre would have to be constructed elsewhere on the school, and this in turn would prevent sale of the surplus land for housing. The present proposal is the preferred solution.

Building Cost: It would be misleading to provide a net and gross cost for this project as the work comprises mainly of internal reorganisation and refurbishment.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £5.07 per m².

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

        Following a review of special educational needs provision in Winchester and Eastleigh it was identified that early years provision for children with special educational needs and mainstream nursery provision should be improved for the Eastleigh area. The review process has identified this school as being suitable for reorganisation to provide a new Early Years Centre and improved accommodation for the Primary School.

      3. DETAILS OF SITE

        LOCATION

        The site of the proposed Early Years Centre is located at Blackbird Road, Eastleigh.

        ADJOINING LAND AND BUILDINGS

        The school is located on a largely flat site in a residential area of Eastleigh, with Chestnut Avenue to the south of the site and residential development to all other boundaries. Residential development is proposed on land to the southwest of the site.

        AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

        Local/national standards are not applicable as this is an Early Years provision.

        PLANNING POSITION

        Planning permission was granted during April 2004.

        The Director of Environment has confirmed that planning consent is not required for the Early Years Centre because it does not constitute a change of use. However, planning consent is required to provide parking on the playground area and the application has been amended accordingly.

        SUITABILITY FOR PROJECT

        This scheme will provide an Early Years Centre within a residential area of Eastleigh. The Key Stage 1 building will be converted with minimum modification to the external envelope of the building to provide the required accommodation.

        RESULTS OF TRIAL BORE HOLES

        This is an internal refurbishment scheme and therefore no trial bore holes are required.

        ACCESS

        Vehicular access to the site is from the north, via Blackbird Road. Pedestrian access points are from Blackbird Road and Jackdaw Rise. A separate temporary contractor's access is proposed from Chestnut Avenue, to the south of the site.

        COMMENTS ON SITE LAYOUT

        The school buildings are located on the north-western side of the site, with playing fields to the south and east and the school swimming pool to the rear of the school buildings, adjacent to Blackbird Road.

        It is proposed to fence the Early Years site to separate it from the Primary School, whilst retaining the existing vehicular and pedestrian routes to the Primary School.

        MAINS SERVICES POSITION

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

        MAINTENANCE IMPLICATIONS

        The site will continue to be maintained in accordance with current County Council standards.

        LANDSCAPE PROPOSALS

        The existing area to the rear of the Early Years Centre provides hard and soft play areas.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

        TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

        This project will provide an Early Years Centre, consisting of the following accommodation:

        · play rooms/soft play areas to provide 50 spaces

        · baby unit

        · play rooms

        · therapy rooms

        · multi-purpose room

        · reception area

        · drop-in area

        · staff accommodation

        · administration area

        · hygiene areas/wc's/showers

        · accessible wc for adults

        · kitchen

        · plant room

        · new entrance canopy

        PLACES PROVIDED

        These proposals will provide 50 places.

        PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

        The former Infant school building, which is to be converted for use as an Early Years Centre, is of traditional build. The former Primary School is of SCOLA construction.

        TEMPORARY BUILDINGS

        There is currently one temporary building on this school site. It will be necessary, as part of these proposals, to provide two double temporary classrooms for Key Stage 1 pupils who will decant from the former Infant School building. All temporary buildings will be removed on completion of Phase 2 of the scheme.

        SITUATION ON SITE AND ENVIRONMENTAL IMPACT

        This scheme consists mainly of internal conversion works. The Early Years site will be fenced off from the Primary School to provide a safe environment.

        TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

        A new canopy will be formed over the existing entrance to the building to provide a clearly identified sheltered entrance point to the Early Years Centre.

        ACCESSIBLE FACILITIES

        The existing building has changes of level at two points. Chair hoists will be installed outside the main reception area and on the stairs outside the administration area.

        HEATING AND VENTILATION SYSTEMS

        The existing heating and ventilation system is to be maintained and extended to serve the proposed Early Years Centre.

        SPRINKLER SYSTEM

        A Fire and Safety Risk Assessment has been undertaken and concludes that this facility is of low risk to life and property. A sprinkler system is not recommended.

        ENERGY EFFICIENCY OF BUILDING

        The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

        ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

        These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.

        CAR PARKING

        The existing car parking area is for use solely by the Primary School.

        The existing hard play area to the north of the building will be marked out with 24 parking spaces and two accessible parking spaces for use by the Early Years Centre.

        CONSULTATIONS

        The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor.

      5. THE BUILDING DEVELOPMENT

        The conversion of the Key Stage 1 building will involve minimum modification to the external envelope of the building, whilst providing the required accommodation for an Early Years Centre in Eastleigh.
