Major Projects Status Report

Report of the Director of Property, Business and Regulatory Services

1. Summary

1.1 This report presents an update of the major projects for which appraisals have been approved by the Executive Members for Policy and Resources and Education which are now being progressed through to completion.

1.2 Where necessary, further details of specific action being taken on particular projects will be provided when endorsement or approval is required.

1.3 Appendix 1 shows those capital projects for which an allocation has been made in the Education Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.

2. Schemes Recently Completed

2.1 Since the December 2003 meeting of the Executive Member - Education, schemes at the following schools have been completed and the new accommodation handed over to the County Education Officer. All of these schemes remain financially on target:

3. Additional Works and Funding Added Post Contract

3.1 The following schemes have had further funding added to the contract for specific additional works.

3.2 Balksbury Infant and Junior Schools

    Additional funding of £294,021, excluding fees, has been added to this contract. Of this amount £261,150 was for an extension to the Infant School. Policy and Resources 2003/04 NDS Condition funding has been added to the contract for cladding works to both schools. Work was completed on 4 December 2003.

3.3 Buriton Primary School

    A contribution of £27,530, excluding fees, has been made to this contract from the Policy and Resources 2003/04 Capital Repairs budget. This enabled structural repairs to the reception class roof and remedial works to two classrooms. Work was completed on 23 February 2004.

3.4 Calthorpe Park Secondary School

    An additional £57,000, excluding fees, has been added to this contract from the Education 2003/04 contingency for the installation of a sub-station at this school. A further £12,000, excluding fees, has been added from the Policy and Resources 2003/04 External Landscaping budget and £3,002, excluding fees, from the Policy and Resources 2003/04 Capital Repairs budget for additional builders work.

3.5 Fernhill Secondary School

    A contribution of £20,000, excluding fees, has come from the Policy and Resources 2003/04 External Landscaping budget for enhanced landscaping associated with the new sports hall scheme at this site.

3.6 Sharps Copse Primary School

    Additional funding of £18,000, excluding fees, has been added to the contract on this site to provide a new Early Years Centre. £10,000 has come from Policy and Resources 2003/04 External Landscaping budget and £8,000 from the Policy and Resources 2003/04 NDS Condition fund for external lighting and glazing. Work was completed on 2 February 2004.

    It is proposed that an additional phase of work be undertaken at this school to provide a Children's Centre. The estimated cost of the scheme is £241,000, excluding fees. Funding for the scheme is subject to confirmation from the County Education Officer following discussion with the Executive Member - Education and details can be found in the Capital Programme Update report elsewhere on this agenda.

    Work will comprise the internal refurbishment of one wing of the existing infant school building to provide a Children's Centre. This will include the conversion of two former classrooms to training rooms with a kitchen and servery between. Creation of a multi-use space, toy library, interview / consultation rooms and children's toilets. Extension of the reception area and adult toilets and a link to the main hall and nursery block.

    It is intended that this contract be negotiated with Brazier Construction who have previously completed two major programmes of work at this site comprising the amalgamation of the schools and the new Early Years Centre. This course of action was agreed by the Executive Member - Policy and Resources at the April 2004 meeting. It is anticipated that work will commence on site during July 2004 and be completed during October 2004, with external works completing during November 2004.

4. Current Position

4.1 This section gives the summarised position of the major projects, which have already been approved by the Executive Members for Policy and Resources and Education. Those schemes with works on site are reported as being financially on target unless otherwise indicated elsewhere in this report.

4.2 Alderman Quilley and Hounsdown Schools

    Due to delays in the NOF funding approval process and the time taken to ensure that the best price is achieved, a revised programme has been agreed for the proposed sports hall schemes at both of these schools. Work will now commence during April 2004 and be completed during October / November 2004.

4.3 Fernhill Secondary School

    The scheme at this school to construct a new sports hall was due to complete during February 2004, however, due to changes in the roof specification and issues with acoustic works, to meet new regulations introduced during the design and procurement of the scheme, work will now be completed during March 2004.

4.4 Swanmore Secondary School

    The proposed scheme for a flood-lit multi use games area (MUGA) at this school has been delayed awaiting approvals from Winchester City Council who are providing the funding for this scheme. It is anticipated that Winchester City Council will soon be able to commit to their funding and work can commence on site during April / May 2004 with completion during June / July 2004.

4.5 Whitewater Primary School

    A change to the Headteacher at this school has resulted in a re-evaluation of the scheme and a slight delay in the proposed programme of work to provide a new school hall at this Primary School. Work will now commence during July with completion anticipated during January 2005.

4.6 Yateley Secondary School

    The scheme at this school to construct a new dance studio was due to complete during March 2004. Due to delays associated with the contractor's performance the work is now due to complete during May 2004.

5. NDS Modernisation 2004/05 - School Specialist Accommodation Programme

5.1 At the February 2004 meeting of the Executive Member - Education approval was given to the 2004/05 programme for expenditure of the New Deal for Schools (NDS) Modernisation funding. Included in this programme was funding for the refurbishment of specialist accommodation in secondary schools.

5.2 The work will comprise the refurbishment and upgrade of the existing science laboratory, food technology and textile laboratory accommodation at five schools. Four of the schools will be grouped together in two separate packages. The first package comprises work at Cove and Fernhill Schools and has an estimated value of £594,923, excluding fees. The second package comprises work at Noadswood and Richard Aldworth Schools and has an estimated value of £249,763, excluding fees. The final scheme will be undertaken at Bridgemary School at an estimated cost of £341,723, excluding fees.

5.3 At the February 2004 meeting of the Executive Member - Policy and Resources it was agreed that the two packages would be negotiated with preferred contractors who successfully tendered and completed part of the 2003/04 programme. The third scheme at Bridgemary will be competitively tendered.

5.4 It is anticipated that work at all schools will commence on site during July 2004 and be completed during September 2004.

6. Costello Technology College - Fire Damage Reinstatement

6.1 The purpose of this section of the report is to advise Members of a package of fire reinstatement works that have been implemented following a fire that broke out on the evening of 5 December 2003 at Costello Technology College. The fire destroyed the single storey technology building and attached two storey maths building.

6.2 The Chief Executive's department has authorised the Director of Property, Business and Regulatory Services to undertake a package of fire reinstatement work and that the cost be a charge against the County Council`s Fire Reinstatement budget.

6.3 The work to date has comprised the removal of asbestos from the remains of both buildings, followed by the demolition of the buildings and clearance of the site. Temporary buildings have been placed on site to accommodate pupils until permanent accommodation is constructed in the future.

6.4 The value of the work already undertaken to date is £489,000, excluding fees.

Recommendations

1. That the position of the major projects being undertaken by the Director of Property, Business and Regulatory Services be noted.

2. That the action being taken following a fire a Costello Technology College be endorsed.

3. That the Executive Member - Education approves the action being taken at various secondary schools under the NDS Modernisation 2004/05 School Specialist Accommodation Programme, in particular the scheme at Bridgemary Secondary School at a value of £365,000, excluding fees.

4. That the Executive Member - Education approves the proposal to undertake a scheme at Sharps Copse Primary School to provide a Children's Centre, subject to the agreement of funding arrangements detailed in the County Education Officer's Capital Programme Update report elsewhere on the agenda.
