1.1 The following decision is sought:
That partnership funding, set out in the table below and totalling £150, 656 is distributed from the 2004/05 budget:
2. Reasons for the Recommendation
The organisations are key partners and deliver sports development projects and activities in support of the County Council's `Strategy for Sport', the emerging Hampshire and Isle of Wight Sports Partnership strategy and the corporate strategy by maximising life opportunities (Aim 1).

1. Summary
1.1 This report considers applications for financial assistance for 2004/05 from voluntary groups and other organisations working in the field of sport and physical recreation. It recommends the distribution of £150, 656 as an initial tranche for 2004/05. Further grant applications are anticipated later in the year from groups who are not yet ready to submit.
2. Background
2.1 Voluntary bodies and other organisations are invited to apply for annual partnership funding to assist them with their essential running costs. The support enables them to deliver sports development projects and activities in support of the County Council's "Strategy for Sport", the emerging Hampshire and Isle of Wight Sports Partnership Strategy and the corporate strategy.
3. Legal Implications
3.1 The Council has wide powers under Section 19 Local Government (Miscellaneous Provisions) Act 1976 to provide recreational facilities, and to contribute by way of grant or loans towards expenses incurred by voluntary bodies in providing such facilities.
4. Financial Situation 2004/05
4.1 The base budget for grants in 2004/05 is £173,700 at November 2003 prices. Allowing for 2.5% inflation, the budget available will be £178, 000. Grant recommendations totalling £150, 656 are listed in column d in Appendix 1. £27, 344 remains available for allocation later in the year.
Recommendation
That partnership funding totalling £150, 656 is distributed from the 2004/05 budget as set out in Appendix 1.
