The Association provides: technical, legal and financial advice to voluntary and other sports organisations; financial support to local voluntary clubs, Parish/Town Councils and children's play associations; guidance in the preparation of lottery applications and works with other partners to provide sporting and challenging opportunities for disadvantaged young people. As this is a county wide organisation, consultation took place with Cllrs. Rice (Chairman of the Hampshire Playing Fields Association) and the lead spokesperson for sport, Cllr Byrom, who is also an appointed member of the Association's Executive Committee. |

Solent Sea Rescue Organisation provides financial, training and administrative support to nine beach and sea rescue units, all declared to HM Coastguard around the Solent. This funding represents Hampshire County Council's pro rata contribution. It should be noted that insurance costs have increased considerably in the last year from £18, 843 to £46, 490 which is causing the organisation some funding concerns and this will be monitored during the course of the year. Nine beach and sea rescue units still received grants totalling £22, 509. The County Council's representative on this organisation, Cllr Gale has been consulted. |

Hampshire Badminton Association |

The Badminton Association's Committee has made excellent progress since the opening of the Westgate High Performance Badminton Centre and they are now progressing further development opportunities to extend the facilities in the future with the school and the County Council. This partnership funding will enable the Association to implement their business plan, support the performance squads working from the centre, establish a residential centre for high performing girls utilising the Westgate residential accommodation and increase participation through a wider range of activity programmes, particularly during school holidays. The element of the application relating to coach education can be serviced through the coaching bursary scheme. This project supports the corporate aim of maximising life opportunities and the sports strategy aims of developing young people, performance and excellence and active participation throughout life. As this is a county wide organisation, consultation took place with Cllr. Byrom who is the Recreation and Heritage spokesperson for sport. |

Pitt Street Regional Gymnastics Centre |

Pitt Street Gymnastics Centre in Portsmouth, provides a well equipped training venue for Hampshire's best gymnasts and their coaches. The Centre also continues to have a high number of users and produces many excellent gymnasts, both boys and girls, including Vanessa Hobbs who it is hoped will be a member of this year's Olympic Squad for Athens. This year, Portsmouth City Council have announced the city centre north re-development plans which now do not include the re-location of the Centre. The Joint Management Committee have expressed their concerns regarding this latest development. The Centre will lose car parking facilities and become increasing isolated from the city centre as the building becomes effectively based on an `island'. Concern was also expressed over the lack of investment in the building over the years pending a decision on the re-development which means that the facilities are now showing their age. As other, newer facilities are being built, for example at the Hamble school, close examination of the needs of gymnasts and the building will need to take place. The Joint Management Committee will continue to monitor the situation closely. As the County Council has a Joint Management Committee arrangement with this organisation and has 3 representatives, Cllrs Bryant and Byrom and Mr Pepper, a former County Councillor, no additional consultation has taken place. |

British Judo Association (Hampshire County) |

The British Judo Association, Hampshire County, runs a comprehensive programme of competition and gradings for players of all ages which have seen an increase in the number of candidates last year . Competitions have also seen an increase last year too which is very encouraging. Coaching has been provided to squads of outstanding players who aspire to representative honours in both junior and senior, male and female. New mats were purchased to replace ageing stock. In 2004/05, the Association will continue to run a similar programme to last year and in addition, will focus on implementing child protection policies and procedures for their sport. As this is a countywide organisation, consultation took place with Cllr. Byrom who is the Recreation and Heritage spokesperson for sport. |

Rushmoor Royals Swimming Club |

Rushmoor Royals' swimming club is based in the Farnborough and Aldershot areas of Hampshire. In recent years, the club has provided for 200 young people learning to swim and over 260 swimmers in their competitive sections. Significantly, they have 12 swimmers in the national squad, two of which are on the ASA World Class Start programme. The club competes at a high level, teams are entered in the Premier and Division 2 National Speedo League. This success is helped enormously by the club's access to the 50m Aldershot Garrison pool, one of only a handful around the country. For some time the club, Hampshire County Council, Rushmoor Borough Council, the army, the Amateur Swimming Association (ASA) and Sodexho (the pool's contracted operators) have been in discussions to develop a performance and excellence project based at the 50m pool. As members will appreciate, having a 50m pool in the county is almost unique and therefore partners want to make best use of this valuable training asset for the benefit of local, county and national swimmers. The first phase of this project is to appoint a fully qualified ASA coach with the ability to work with high performance swimmers at Rushmoor Royals swimming club. This would be a new appointment. This partnership funding will support the recruitment costs of the new coach to implement phase 1 of this project. The project supports the corporate aim of maximising life opportunities and the sports development strategic aim of developing performance and excellence. The local members, Cllrs. Kimber, Roberts, Baulk, Devereux and Sheehan have been consulted. |

Basingstoke Synchronized Ice Skating teams |

Basingstoke Synchronized Ice Skating Teams have been very successful over the years at the British Championships and have often been selected to represent their country at International Competitions. There is no World Class funding or indeed any other funding to help with the competition and travel costs from the governing body of the sport, the National Ice Skating Association of the U.K. There is no county governing body that can provide help either. Due to the numbers of young women involved in the various teams and the high cost of this sport, the organisation finds it difficult to meet the costs involved. The teams' work hard to get sponsorship and do receive some partnership funding from Basingstoke and Deane Borough Council to help off-set the costs of the ice time for practice. To provide some further help towards the costs of competition, travel and training, it is proposed that the County Council provide a contribution via this fund. The organisation has set itself some high standards once again, which include each team winning the British Championships, representing their country in International competition and improving upon their placings in last years competition. The local members, Cllrs. Gurden, Frankum, Shaw, Heath, Kelly, Scott, Allen, Chapman and Wall have been consulted. Cllrs. Allen and Shaw have indicated their support and Cllr. Gurden has said that "they do very well nationally and internationally on a shoe string budget and largely pay their own way". |

Hampshire and Isle of Wight Active Sports Partnership |

This award represents Hampshire's pro rata partnership funding towards this 5 year project which provides activity in cricket, athletics, tennis, netball, rugby, swimming, girls football, basketball and hockey. Over the 5 years of the programme, an investment of £1.6 million is anticipated for the Hampshire and Isle of Wight Sports Partnership. In addition, new opportunities for investment in coach education and other areas is also anticipated. In April 2004, Sport England and the Regional Sports Board released its long awaited regional plan. Sport England wish to see the continuation of the Sports Partnerships in the region and will be providing partnership funding. The Hampshire and Isle of Wight Sports Partnership is in the process of reviewing its needs which will be reported to interested parties in due course. This review in turn is likely to determine any future partnership funding needs. |

Testway Housing Association Ltd. established a unique project in 2001 to provide rugby activity for its estates in order to address youth issues such as nuisance, crime and anti-social behaviour with outstanding results. Some of the key headlines from Rugby and Football projects are: · 93% increase in the number of young people participating since 2002 · 22% of participants were from King Arthur's Way · 57% of respondents had not been involved in sport before · 65% of respondents are still actively involved in sport · 95% of respondents rated Testway 7's as excellent · 81% of parents noticed that their children were more confident · There was a 24% decrease in CADA (Crime and Disorder Act) incidents during the summer holidays · 66% decrease of incidents reported to Testway Housing staff The only assistance that the Association has sought from Hampshire County Council to date is planning support which officers have been happy to provide from the projects inception. In 2003, the association was successful in their application to Children in Need to help them extend the project to other areas of the Borough. Further partnership funding is sought to implement their plans. Whilst this is a project local to Test Valley, it has proven to be very significant to the County and beyond. Other Housing Associations are recognising its value and setting up similar projects to address similar issues on their housing estates, e.g. Hermitage Housing Association in Havant. The forward programme of activity is also supporting the Cabinet key priority work that is addressing issues surrounding young people, crime and deprivation in Andover. The local members, Cllrs West, Pierce, Kirk, Dowden, Barron and Woodhall have been consulted. |
