1.1 The following decision is sought:
That funding totalling £13,700, £2,500 and £1,300 for project, festival and two for one partnership funding respectively be approved as follows:

1. Introduction
1.1 This report presents details of applications received for project partnership funding from groups planning to organise arts projects for Hampshire residents.
1.2 A wide range of project proposals have been received for 2004/05. Publicity has sought to attract applications involving the priority art forms namely visual arts, crafts, literature and lens based media. The full list of applications received is attached in Appendix 2 supported by the budgets provided by each applicant with details of funding from other bodies where relevant. In each case the local member has been consulted and no specific issues have been raised.
1.3 The County Council continues to run the Two for One Award Scheme, a very successful initiative that fosters a positive relationship between business and the arts as well as making the grant funding stretch further. The scheme works by matching new sponsorships valued between £200 and £500 and provides a useful incentive to arts organisations to find more sponsors. This also encourages more local businesses to sponsor the arts in Hampshire. Applications for this scheme are detailed in Appendix 3.
1.4 A note should be made of an emergency decision taken on 29 April 2004 to award £1,700 to Newbury Spring Festival from the Festivals budget. It should also be noted that Winchester Folk Festival have been unable to stage the festival this year and will not be claiming their award. In consequence their award of £1,600 has been returned to the Festival budget. These changes have been detailed in Appendix 1.
2. Legal Implications
2.1 The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expedient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the expenses of maintaining a band or orchestra, and towards the development and improvement of the knowledge, understanding and practice of the arts.

3.1 The base budget of £67,000 for 2004/05 is allocated as follows:

3.2 A financial summary is shown in Appendix 1. Prior to this meeting an overall sum of £ is available for distribution.
4. Project Partnership Funding
4.1 The applications for the support of arts projects are listed in Appendix 2 and include specific requests for £26,130. Funding recommendations totalling £13,700 are proposed as set out in Appendix 2. The papers in the Appendix show details of all applications and they are prefixed with the letter A. Local Members have been consulted on these applications. The project's contribution to the County Council's Corporate Strategy has been highlighted in the details of Appendix 2.
5. Festival Partnership Funding
5.1 It will be noted from the summary in Appendix 2 that an application requesting a grant of £5,000 has been received from a festival organisation for next year 2004/05. A recommendation of £2,500 has been made. The Festival Partnership Funding application in Appendix 2 is prefixed with the letter F. It should be noted that funds are not released to festival organisations until satisfactory accounts for previous years are received.
6. Two For One Award Scheme
6.1 Applications for £1,300 have been received and the details of these are shown in Appendix 3. These awards can be made retrospectively for arts events where an organisation has attracted first time sponsorship from a company. It is recommended that a full matching amount be allocated to the application due to the great success of this scheme in attracting other revenue funding for the arts.

Purpose For Which Assistance Is Sought
Havant Orchestras will be performing a series of six concerts at Ferneham Hall in Fareham from October 2004 to July 2005. The concerts will feature national or international soloists along side local musicians with a programme intended to expand both the players' abilities and the listeners' musical experience, with concerts preceded by talks on their content. The organisation makes specific provision for young people through its bursary for Young Conductors, by inviting local schools to perform during the interval and with it's Upbeat Club, a club for younger listeners with special pre-concert talks, meet the orchestra sessions and newsletters. The organisation is also working with Music Fusion to encourage young musicians who do not have the opportunity to play in a school or youth orchestra, hosting workshops and a performance for up to twenty five young people from the boroughs of Havant, Fareham, Gosport and Portsmouth.

Purpose For Which Assistance Is Sought
Art in the Garden is an outdoor sculpture and design-led craft exhibition held in the Sir Harold Hiller Gardens, Romsey from 3 July to 3 October 2004. The exhibition will contain a strong educational element to encourage a connection between the living plant collection and the exhibits, leading to a year round artists residency with artists from cultures represented by plants in the gardens. The exhibition will contain a strong participation element with workshops, talks and tours, with work by Hampshire residents and schools developed in the workshops forming part of the exhibition.

Purpose For Which Assistance Is Sought
In Praise of Earth is an arts led and community focused project exploring environmental issues and actively aiming to raise public awareness through learning and creative interaction with artists. The two year project will take place across Wiltshire, Hampshire and Dorset from mid May 2004 culminating Autumn 2005, working in the Avon Valley and Minstead in Hampshire. The project will work with local schools, older people, residents and environmental organisations to create work based on the local memories and experience of twelve local communities based in their landscapes and will culminate in the exhibition of work in locally based 'galleries' created in the community. The work will also form twelve Earth Anthologies, books that will be exhibited at the 2005 Salisbury Festival and toured throughout the country before returning to the communities that created them for permanent display.

Purpose For Which Assistance Is Sought
Open Art 2004 is an arts trail of artist and craft makers' studios across Test Valley which will be open to the public from 5 to 20 June 2004. The project will provide an opportunity for the public to meet artists and see the processes involved in creating craft and visual art, widening awareness of the level of creative activity in the Test Valley area. The project will also provide travel and special visiting programmes for those without transport and in particular the disabled and infirm older people in rural communities and will include societies, galleries, schools, colleges, professional and amateur artists. The organisation is working with local schools to ensure the project is as accessible and relevant to young people as possible and will be offering bursaries to newly graduated arts students to help with the costs of exhibiting. The project will also involve artists residencies in Andover and Romsey town centres.

Hampshire Artists Open Studios 2004 is an arts trail of artist and craft makers' studios across Hampshire which will be open to the public from 21 to 30 August 2004. Hampshire Artists aim to promote the work of artists in the Hampshire area, providing an opportunity for the public to meet artists and see the processes involved in creating craft and visual art in an informal atmosphere and for professional and emerging artists and crafts people to gain recognition and earn a living from their work.

Purpose For Which Assistance Is Sought
Innervations is a collaborative project between Hampshire Youth Dance Company and Dr Matt Cuttle of Southampton University involving the creation of an innovative dance work inspired by neuroscience. The project will take place at The Point in Eastleigh and various other venues across the county including schools from May to November 2004. Dr Cuttle has introduced the members of Hampshire Youth Dance Company (aged 13 - 20) to the basic scientific principles around the workings of the brain and in partnership with a choreographer and visual artist the company will create a dance work and accompanying visual presentation in response to this subject. The piece will be performed at The Point, other arts venues and shopping centres around Hampshire. An education pack and video will be developed for use in primary schools. Workshops and INSET training will also be provided for schools, led by a professional dance artists and designed to enable young people to explore some of the scientific issues around brain awareness through dance and movement.

Purpose For Which Assistance Is Sought
The 24th Annual Writers' Conference and Bookfair is an eight day residential conference offering writers the opportunity to develop their technical skills under the guidance of sixty two published authors and poets, playwrights and producers, literary agents and publishers during mini courses, workshops, seminars, lectures, one to one appointments and informal networking. The conference will take place from 25 to 27 June at King Alfred's College, Winchester, followed by week-long workshops from 28 June to 2 July. Workshops and lectures covering a wide variety of forms of writing will run throughout the weekend conference. Fifteen writing competitions sponsored by major publishing companies will be adjudicated at the conference, with sixty two awards presented at the Writers Award Reception. The best writing from these competitions will be published in a small anthology. The conference also runs a bookfair which brings together aspiring and published writers with printers, publishers and book production interests in the book industry.
