HAMPSHIRE COUNTY STRUCTURE PLAN: POLICY H4 MONITORING

REPORT 2004


A decision was taken on 7 April 2004 to approve the recommendations of the Strategic Planning Joint Advisory Panel, which met on 10 March 2004, regarding the Policy H4 Monitoring Report for 2004.

The Monitoring Report on housebuilding in Hampshire was published for consultation in December 2003 and was sent out to organisations representing a wide variety of interests, such as developers, local authorities, parish councils and conservation groups. The Monitoring Report concluded that there was no case for triggering the release of any of the reserve provision in 2004/05. However, some respondents had misgivings in relation to the longer term position and this resulted in the Minister for Housing and Planning, Keith Hill, inviting the Leaders of Hampshire County Council, Portsmouth City Council and Southampton City Council to a meeting to discuss the way forward. At this meeting, it was decided that an action plan would be agreed between the three strategic planning authorities and the Government Office to enhance the certainty that the authorities will deliver sufficient dwellings by 2011 to match the Regional Planning Guidance target of 6030 new dwellings per annum.

As part of this, local planning authorities are urged to undertake a number of actions such as maintaining progress towards the adoption of local plans, to raise and maintain the levels of full and outline planning permissions from a three to a five year supply, to consider expediting local plans to deliver the baseline housing supply without prejudicing local plan processes and to implement any action plans that have been agreed with the Government Office.
