To the Members of the County Council.

You are hereby summoned to the Annual Meeting of the County Council to be held at The Castle, Winchester at 10.00 a.m. on THURSDAY 20 MAY 2004 to consider and resolve upon the business set out in the Agenda below.

There will be a short service of prayer at the beginning of the meeting.

AGENDA

1. Election of Chairman to hold office until the Annual Meeting of the Council in 2005.

2. To confirm the Minutes of the meeting held on 1 April 2004.

3. Declarations of Interest.

    All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

4. Appointment of Vice-Chairman to hold office until the Annual Meeting of the Council in 2005.

5. Deputations

    · TETRA communication masts - Karen Barratt, Winchester.

6. To receive such communications as the Chairman may desire to lay before the Council.

7. To receive such reports as the Leader of the Council may desire to bring
before the Council.

8. To deal with questions pursuant to Standing Order 20 (b) (i).

9. To consider a report of the Chief Executive concerning the appointment of Chairmen and Vice-Chairmen and proportionality on committees and panels; to make such alterations in the membership of committees and outside bodies which are not subject to proportionality as the Council may think fit; and to consider making appointments in relation to the approval of the Statement of Accounts.

10. To receive and consider the report and recommendations of the following requiring decision (Part I) and to make such orders thereon as the Council thinks fit:

11. Performance Plan 2004/05.

    To consider a report of the Chief Executive recommending for approval the County Council's Performance Plan 2004/05.

12. Changes to Scrutiny and Introduction of `pilot' Area Committee arrangements.

To consider a report of the Chief Executive concerning the establishment of Area Committees for Havant and Test Valley on a trial basis and development of the County Council's scrutiny arrangements.
