2003/04 TRANSPORT CAPITAL PROGRAMME PROGRESS AND REVISIONS

A decision to approve the revised 2003/04 transport capital programme was taken on 7 April 2004. A number of revisions had been required to reflect realities in the programme, variations in cost of some schemes and externally funded schemes introduced after January 2004. The revised programme is set out as Appendix 1 and totals £41,867,000 with a split of £35,218,000 Local Transport Funding (LTP) and £6,649,000 external/developer funding (EF).

Amongst the notable schemes completed in the financial year are:

Winchester Park-and-Ride Car Park, Bar End - the extension to the St Catherine's Park-and-Ride car park at Bar End is now operational, offering an additional 450 parking spaces. The scheme includes a new access to the car park at Garnier Road, kerbing, paving and drainage with landscape planting due to be completed this summer. The scheme provides people with a safe, reliable and affordable alternative to using their cars when making trips in and out of Winchester as well as offering many benefits to local businesses, traders and residents.

Weyhill Road, Andover - this complex scheme was completed in March 2003 and was funded by an allocation from the LTP and external/developer contributions. A number of obstacles had to be overcome in order to complete the scheme, which sees the introduction of much needed traffic management improvements and cycle route provision.

Hayling Billy Cycle Access (Havant Station) - phase one, in conjunction with South West Trains was completed in November 2003. The scheme provides pedestrian and cycle connection between the end of the Hayling Billy cycle route at New Lane into Havant railway station car park.

B2177 Corridor, Twyford - this scheme was completed in October 2003 and provides pedestrian and speed management improvements in the village of Twyford. As part of the Casualty Reduction Programme, a further scheme at the junction of the B2177 and B3354 was completed in January 2004 to reduce the previous high incidence of right-turn accidents.

There has also been expenditure on partnership projects such as those involving air quality and noise monitoring. The air quality capital budget has been fully utilised for 2003/04 and has funded three projects in partnership with East Hampshire District Council, Gosport Borough Council and Eastleigh Borough Council.

In respect of the low cost/high yield casualty reduction engineering programme which consisted of 62 schemes totalling approximately £1.1 million, an additional £750,000 became available as a result of the award of major scheme funding for the A3 Bus Priority Corridor. This enabled the early implementation of additional schemes at locations with a record of high severity casualties.
