Summary |
1.1 |
The Neville Lovett Community School has Specialist Maths and Computing Status, with a current number on roll of 869 pupils (11-16 years). The school consists of a mix of traditional and system-built (SCOLA) accommodation dating from the 1960's, with various extensions over the years, the most recent being a children's centre in 1994. |

The total cost of the proposed scheme to provide an enhanced Hearing Impaired Unit, refurbished food technology space (to include reroofing), new entrance foyer/reception area and upgrading of the electrical systems within the school is £686,000, excluding fees. Schools Access Initiative (SAI) funding of £274,700, excluding fees, NDS Condition funding of £126,000, excluding fees, NDS Modernisation funding of £111,300, excluding fees, together with a school contribution of £174,000, excluding fees, is available for this scheme. |

Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost: It would be misleading to provide net and gross costs for this scheme as work comprises mainly of internal alterations.

(a) Energy Costs
It is not anticipated that the proposals outlined in this project appraisal will increase fuel costs for the school, which are currently £3.41 per m² per year.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The school currently has two outdated and undersized food technology spaces. Funding has been allocated from the NDS Modernisation programme, to convert the two spaces into one and to bring the space up to current standards as part of the on-going programme at secondary schools. The opportunity is also being taken to refurbish and reorganise the existing 12 place hearing impaired unit at the school.
3. DETAILS OF SITE
LOCATION
Neville Lovett Community School is located at St Anne's Grove, Fareham, Hampshire.
ADJOINING LAND AND BUILDINGS
The site is bounded to the east by St Anne's Grove with residential development beyond, by Wallisdean Junior School to the west, and by residential development to the north and south.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 15.36 acres (6.2 hectares). The DfES guideline for a school of this size is 15.47 acres (6.3 hectares).
PLANNING POSITION
Planning permission for the proposed new entrance foyer and reception was granted during April 2004.
The internal refurbishment works do not require planning permission.
SUITABILITY FOR PROJECT
The proposed new entrance lobby will provide a welcoming arrival point for the school. The internal reconfiguration of existing classroom areas will provide an improved Food Technology space and an enhanced Hearing Impaired Unit. This scheme has been agreed with the County Education Officer, Headteacher and Governors of the school as being the most appropriate way of meeting the school's current needs.
RESULTS OF TRIAL BORE HOLES
The soils at this site comprise fill overlying clay. A site investigation has been carried out for an adjacent development and conditions appear to be uniform. The floor slabs will be suspended due to the fill and the existing drainage. The foundations will be extended in depth to allow for the adjacent tree.
ACCESS
The main vehicular and pedestrian entrance to the school is from St Anne's Grove. The majority of the works are planned for the summer holiday period and the contractor will use the main entrance for access. An agreed policy with the School will be in place for continuing works during the autumn term.
COMMENTS ON SITE LAYOUT
The site is rectilinear in shape and the school buildings are located to the northeast of the site. It is proposed to locate the entrance foyer adjacent to the existing administration offices of the school which are presently concealed by the existing boiler room.
MAINS SERVICES POSITION
The electricity supplier has been consulted as to the potential of increasing the power to the school as part of the works. New switchgear and panel is to be provided, with additional electrical works to other blocks within the school.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscape works around the new entrance foyer will include local planting and hard landscaping.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed as part of a reorganisation of internal spaces to produce a new entrance foyer and reception for the school adjacent to the existing administration offices which are presently concealed by the existing boiler room. The new building incorporates a reception/foyer area and a lobby. The entrance has automatic doors for enhanced access to the reception area.
The proposed Hearing Impaired Unit and food technology space will be located within the existing SCOLA building which is positioned next to the new entrance area.

PLACES PROVIDED
The work being undertaken at the school will have no effect on the school's Net Capacity Assessment. The new specialist space being created will provide accommodation for students with HI only.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The school campus consists of a mix of traditional and SCOLA buildings, the latest addition being a traditionally built children's centre which was added in 1994. Some additional community works have been undertaken in recent years. These buildings are considered to be in reasonable condition for their age and type.
TEMPORARY BUILDINGS
There are currently no temporary buildings on site. The timing of this scheme over the summer holiday period should mean that no temporary classrooms are required for decanting purposes.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The surrounding residential properties generally have fenced or mature planting to the boundaries which effectively screen the school. The new foyer extension has been designed to complement the existing buildings on site and to provide a welcoming entrance to the school site.
The works to provide an enhanced Hearing Impaired Unit and improved food technology area are all internal.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed new entrance foyer will be constructed of facing brick with high performance roof and aluminium framed glazed elevations.
ACCESSIBLE FACILITIES
The entrance to the foyer area has automatic doors for enhanced access.
HEATING AND VENTILATION SYSTEMS
New extract ventilation systems will be incorporated into specialist areas. A new heating system will be provided in the affected areas and will be run from the existing boiler provision.
SPRINKLER SYSTEM
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations. The SCOLA building is to be reroofed to current insulation values and the fascia above the window line is also be replaced with an insulated system.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the School as being the most appropriate in meeting the accommodation requirements of the School.
CAR PARKING
No change - the works are not anticipated to increase staff or pupil numbers.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
The proposed scheme will provide an improved entry point to the school, a refurbished food technology space and an enhanced Hearing Impaired Unit.
