Summary |
1.1 |
Chiltern Primary School, Basingstoke, will be formed as a result of the amalgamation of Worting Infant School and Worting Junior School on 1 September 2004. It is proposed to adapt and extend the junior school building to form a 1.5FE primary school, together with a nursery unit which will be occupied throughout the whole year. |

It is proposed to fund the scheme through the sale of the infant school site and this course of action has already been approved by the Executive Member - Education. Work to take the land sale forward is in hand. The value of the land to be sold is estimated to cover the £1.7m cost of the building project, subject to achieving planning consent for housing on the whole site. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

It is proposed to make improvements to paved areas around the school site.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,473 per m2 excluding abnormals associated with the sub-structure and preliminaries.

It is anticipated that the additional increase in fuel cost for the school will be in the order of £4.28 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Following a review of surplus school places in the area it was agreed to close the Worting Infant and School and establish a new 1.5FE (315 place) Primary School.
The new primary school is to be established by extending the junior building with the necessary additional accommodation.
3. DETAILS OF SITE
LOCATION
The site is located off Chiltern Way, within a residential area of Basingstoke.
ADJOINING LAND AND BUILDINGS
The newly-formed primary school will be located on the existing Worting County Junior School site which is bounded to the north, south and east by residential development. Worting County Infant School is located to the west of the site, separated from the junior school by playing fields. The Infant School site (approximately 1 ha) is to be disposed of for future redevelopment, once works are completed on site (December 2005).
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 4.95 acres (2 hectares). The DfES guideline for a school of this size is 3.30 - 3.77 acres (1.34 - 1.523 hectares).
PLANNING POSITION
A detailed planning application was submitted to the Director of the Environment during April 2004.
SUITABILITY FOR PROJECT
This scheme has been developed and agreed in consultation with the County Education Officer, the Primary School temporary governing body and Primary School Headteacher and is considered to be the most appropriate option in the amalgamation of the infant and junior schools to form a 1.5 FE primary school and 50 place nursery/pre-school unit.
RESULTS OF TRIAL BORE HOLES
A site investigation undertaken in November 2003 indicates approximately 250mm topsoil overlying firm to stiff clay/silt to a depth of approximately 1m. Below these superficial deposits lies good-quality grade chalk identified in all four trial pits, on which the structure will be founded using mass concrete foundations.
The investigation confirmed the feasibility of draining the surface water runoff to new soakaways.
ACCESS
The existing junior school site has one vehicular and two pedestrian access points. It is intended to rationalise the pedestrian access points into the site with the closure of both existing entrances fronting Chiltern Way, one adjacent to the vehicular entrance and the other by the existing subway.
New controlled access points into the site will be formed from an existing street lit footway, from Old Kempshott Lane, in the west, onto a well-lit pathway crossing the site to terminate close to the vehicular entrance in the east. Also, a new gate is proposed to the green space to the northern boundary and onto the main playground fronting Chiltern Way.
The latter position will also serve as a contractor's construction access for the duration of the contract, and afterwards for occasional and controlled vehicular access for fire vehicles and school events
The existing vehicular access remains unaltered. The road and parking within the site will be reorganised to form a safer segregation of pedestrians and vehicles.
COMMENTS ON SITE LAYOUT
The site is broadly rectangular in shape with the school buildings located to the eastern end of the site and playing fields to the west. The proposed Key Stage 1 extension is to be located to the east of the main school buildings. The SCOLA building known as the Austen Unit lies to the west of the main school building and is to be refurbished to form a Day Nursery.
MAINS SERVICES POSITION
The mains services are not sufficient for the proposed scheme. It will be necessary to upgrade the mains electricity and water supplies.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Apart from the boundaries, the site is currently open and has no significant landscape infrastructure. The proposals will cover the provision of play courts, footpaths, structured tree planting, earth mounding and screen planting around the playing fields.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
This scheme will provide three infant classes, two reception classes, a music room, a small group room, plant, storage and sanitary accommodation within a new single-storey block of approximately 600m².
The Austen unit refurbishment will provide a 50 place nursery comprising of three age groups: 0-2 years, 2-3 years and 3-5 years, with associated reception/staff/office accommodation, and ancillary support spaces.
The School is also looking to refurbish the existing junior school building from their devolved capital and these works may be incorporated the contract.
PLACES PROVIDED
On completion there will be 315 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The redundant Infant School will be sold and the remaining existing school buildings, which are of SCOLA construction, are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary buildings on site and none are required for this scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The extension and new infrastructure has been designed to complement the existing building, as well as providing much-improved security, access, external hard play and soft landscape areas.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new building will be constructed of a masonry clad steel frame below a high-performance felt roof. The north and south facades are predominantly glazed, whilst the east and west faces are of a brick to complement the existing Scola building.
ACCESSIBLE FACILITIES
An accessible shower will be provided within the new building.
HEATING AND VENTILATION SYSTEMS
The proposed new extension will be heated by underfloor heating from gas-fired energy-efficient condensing boilers. A new below ground gas service will be extended from the existing school to the new plant room to serve the new boilers and hot water service generator.
The classrooms will be ventilated naturally from opening windows. Ducts will be provided at high level in the internal walls to allow cross-ventilation to the classrooms via roof lights over the central corridor.
The wc areas will be provided with mechanical extract ventilation.
SPRINKLER SYSTEM
In accordance with County Council policy, a fire risk assessment has been undertaken. The results of this demonstrated that this building is low risk and therefore a sprinkler system is not recommended.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
The amalgamation of the infant and junior schools onto the junior site will provide a 1.5 FE refurbished primary school and a nursery/pre-school unit which will be occupied throughout the whole year. This scheme is considered to be the most suitable way of providing the necessary accommodation.
CAR PARKING
It is proposed to construct 29 car parking spaces, two of which will be designated as accessible spaces. The 1.5 FE primary school generates 17 car spaces and the nursery (employing 12 people) generates 9 spaces. It is not anticipated that either staffing or visitors will increase with the reorganisation.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor, Basingstoke and Deane Traffic Management.
5. THE BUILDING DEVELOPMENT
The scheme outlined in this project appraisal will provide a 1.5 FE primary school within the existing Worting Junior School site, with the addition of a day nursery which will be used throughout the whole year.
