1. Ensuring seamless provision and ease of access
CL - enable better transition between phases e.g. building on best practice
- improve out of school support for children up to 14, building upon development work 10-13
- improve access for hard to reach groups
- work with partners to secure co-ordinated community provision.
YP - ensure and encourage easy routes for YP to return to learning at any time
- ensure flexible learning pathways are available to meet the needs of YP and to create maximum overlap between schools, further education, employment
- support services to re-engage YP not involved in education, training or employment.
AL - clearer progression routes for all adult learners and to support widening participation
- expand the network of extended schools as "centres of learning in the community" alongside the development of Discovery Centres.
OP - greater consistency, clarity and coherence in learning provision for older people.
2. Effective Communication and Consultation
OP - greater consultation on the needs and wants of older people
- improved clarity and consistency about fee structures and subsidies
- produce and disseminate information about learning opportunities across the County.
AL - improved signposting of provision
- improve training of front-line staff to deliver information, advice and guidance
- engage with adults in ways which value learning and lead to self empowerment

3. Developing Quality and Capacity Among Service Providers
CL - emphasis on workforce development including accredited qualifications and career pathways
- in developing capacity, take account of demographic trends
- nurture and develop the existing diverse range of high quality learning provision
- develop coordinated outreach strategies to support providers
- develop an integrated, multidisciplinary approach to children and families across HCC services and in collaboration with other providers
- ensure the provision of equitable services across the County.
YP - continuously monitor provision and identify gaps to ensure improvement
- promote the Connexions Service in providing support for YP
- support the direction of 14-19 curriculum in widening vocational as well as academic learning
- support mentoring with children and YP within the framework of Healthy Schools
- review strategies to recruit and retain YP in all HCC services.
AL - develop the network of Community Schools and expand through the growth of extended schools as centres of Learning within the community
- expand the depth and quality of opportunities for community learning through the development of specialist schools and their potential role as extended schools
- continue to promote family learning and the support for parenting skills
- support the roll out of Discovery Centres as a transformation of libraries and in embracing opportunities for learning through technological developments such as `Learn Direct'.
OP - provide a focus and emphasis on providing learning opportunities for older learners.
4. Fostering cooperation between service providers
CL - need for improved partnership working within the County Council as well as between the Council and its many partners.
YP - more sustained partnership work, breaking down service barriers through the development of multi-agency teams.
AL - need to improve collaboration and partnership between providers, particularly those in the Further Education sector and with Voluntary Sector groups
- ensure links between HCC and Community Learning Fora of Local Strategic Partnerships.
5. Plugging the gaps and improving provision
OP - prioritise and focus County supported provision to meet the learning needs of the socially isolated.
AL - improve cohesion of provision, eliminate duplication and improve collaboration to make best use of scarce resources.
YP - continue to monitor provision and identify gaps.
CL - take account of demographic trends in developing services
- overcome difficulties in enabling access for hard-to-reach groups such as; ethnic minorities, travellers; physical and learning disabilities; teenage parents and those in rural isolation
- improve facilities in communities to better meet the needs of teenagers.
6. Providing leadership in terms of coordination, direction, support, enabling, strategic planning, empowering, promotion and advocacy
- provide a strategic plan on Lifelong Learning for the County Council in order to give direction, coordination and support.
CL - coordinate strategic planning across the County Council in terms of identified learning opportunities, learning networks and linkages
- a user friendly "Learner's Charter" should be considered within the strategy, accessible to and upon which children have been consulted
- the County Council, in its leadership of the Children Bill, to promote opportunities for Lifelong Learning and improved advocacy for children.
YP - provide leadership in the development of the 14-19 curriculum and evaluate its impact to ensure continuous improvement of services.
AL - encourage and develop a `culture of learning' throughout the whole organisation by engaging learners in ways which value learning and which lead to empowerment.
OP - ensure that the LLL Strategy links into the community cohesion and regeneration strategies being developed by LSPs.
YP/AL - continue to promote skills development in its direct link with economic prosperity.
7. Optimal use of all HCC resources
CL/OP - keep under review the availability of accommodation in order to identify and make available its use for LLL opportunities.
CL - make use of and seek to coordinate existing data/information to give clarity and cohesion to planned developments.
CL - maintain and where possible, improve funding for LLL initiatives which are proving to be successful
- develop performance indicators based upon `indicators of success'.
AL - maximise the development of e-learning through County Council facilities
- continue to supply, and if possible, improve County Council funding support for community learning programmes as these enable local income-generation which supports cross-subsidy in adult learning provision
- regular, careful monitoring to assess the impact of LSCs funding changes and to identify any groups, individual learners or communities who may be adversely affected
- consider the reduction of service delivery cost to limit the pressure on learners' fees
- continue support for improved physical access for learners with disabilities.
OP - provide greater clarity about fee structures and subsidies for provision supported by HCC
- encourage the development of schools as `centres of learning in the community', embracing community, extended and specialist schools
- support the transformation of libraries within `Discovery Centres'.
8. Sustainable Development
CL - targeting resources to areas of greatest need
- planned development of the workforce supported by the development of local integrated, multidisciplinary teams
- action plans required to tackle each of the improvement areas, supported by adequate resources

- provide ongoing support for the `Healthy Schools' initiative
- continued support for childcare 0-14 within the community to support families in achieving `work life balance' and to provide support to the economy through training, education and access to work.
YP - support for the `Rights, Respect and Responsibility' programme as part of the development of citizenship in Hampshire Schools
- focus on engaging YP in key issues, such as the environment, through the support for programmes such as `Trailblazers'
- provide support for volunteering activities.
YP/AL - continuous focus upon the development of skills as a means of gaining

9. e-Government
CL/AL - improvements required to Hantsweb as an essential signposting service for Lifelong Learning information and opportunities
- Hantsweb insufficiently customer/learner friendly, and not at all child friendly. Develop the idea of a children's web.
AL/DP - encourage the development of IT web-based and distance learning,
YP including the development in the use of text messaging media for work with YP.
AL - encourage the growth of services such as `Learn Direct' within libraries and community learning centres, recognising that e-learning is a preferred learning option for a growth number of adults.
OP - promote schemes such as `lap-top loans' in conjunction with other partners such as Age Concern, to benefit older learners
- continue to support the `Silver Surfer' initiative.
10. Crime & Disorder
CL - increase development of out of school childcare, particularly for the 10-13 age group
- support the development of the `Rights, Respect and Responsibility' programme across schools in Hampshire.
CL/YP - encourage the voice of YP in their contribution to local issues
- support the Youth Service in its work to maximise the inclusion of young people
- further develop the partnership with Outdoor Education, Youth Justice, Duke of Edinburgh's Award and Connexions in providing positive activities for YP
- maximise the use of schools as community learning centres and access points for recreational activities, including sport.
OP - ensure LLL strategy links with LSP strategies.
11. Equalities
CL - improve facilities for hard to reach groups to have access to services
- making libraries more attractive for children and YP to use
- to enable equitable provision for family learning and Early Years specials needs across the County.
YP - encourage the more effective meeting of needs through monitoring schemes for children and YP.
AL - family learning and parenting skills to be regarded as a priority in future developments
- future development of extended schools to be targeted initially on areas of deprivation in order to make the most impact.
OP - prioritise and focus County supported provision for older learners to meet the needs of the socially isolated.
12. Work Place Learning
CL - develop accredited qualifications and career pathways for early years childcare workers
- provide more support for staff in delivering learning programmes, such as increased training opportunities for non-education specialist staff.
YP - more cross departmental training and working in order to actively promote opportunities in all HCC departments.
AL - development of transferable skills within the workforce, such as in-house development of ICT
- support for the development work of the Hampshire Learning Centre and the Teaching and Leadership Centre.
OP - provision of retraining opportunities for older workers for the retention of expertise and in undertaking changing roles
- HCC to encourage `a culture of learning' throughout the organisation regardless of age.
13. Family Learning
AL - family learning and parenting skills to be a priority in LLL developments.
CL - network family learning opportunities across the County
- develop family learning through school improvement and extended schools agenda.
YP - increase family learning opportunities within secondary schools (skills for families).
AL - encourage collaboration with FE Colleges in the delivery of Family Learning and in developing progression into other learning programmes.
OP - encourage the use of older people in their support of Family Learning Programmes.
14. Partnership Working
CL - need to develop improved partnership working within the County Council as well as with its many partners.
YP - encourage and strengthen partnerships with other education providers as well as services which offer support to young people.
AL/OP - develop partnerships with local Community Learning Fora and with Local Strategic Partnerships to ensure joined up thinking in LLL across Hampshire.
15. Cultural Strategy
- support the development of `Creative Hampshire', using specialist school - based projects as a focus
- support for the development of `Community Learning' and `Discovery' Centres
- support for the development of a web-based advice and learning support line for school staff
- support collaborative projects between HCC departments and schools in the active development of the curriculum
- support through family learning
- support for the sustainability agenda through `Trailblazers'
- development of access for learning for the community in libraries, museums and record offices.
16. Community Strategy
- promotion and fostering of a culture of lifelong learning relevant to the community
- engage in active consultation and listen to `the voice of the learner'
- promote academic and vocational opportunities for all residents and at all stages in their lives
- develop skills in our young people and in our workforce which can contribute to economic prosperity
- harness the skills of our ageing population
- develop schools and libraries as learning centres within our communities
- promote; Sure Start, Basic Skills, Family Learning, Connexions and the Youth Service to engage them in local initiatives and encourage local participation in developing them
- use opportunities in LLL to help tackle issues of deprivation within targeted areas of Hampshire.
