1. Introduction
1.1 This report presents details of applications received for project partnership funding from groups planning to organise arts projects for Hampshire residents.
1.2 A wide range of project proposals have been received for 2004/05. Publicity has sought to attract applications involving the priority art forms namely visual arts, crafts, literature and lens based media. The full list of applications received is attached in Appendix 2 supported by the budgets provided by each applicant with details of funding from other bodies where relevant. In each case the local member has been consulted and no specific issues have been raised.
2. Legal Implications
2.1 The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expedient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the expenses of maintaining a band or orchestra, and towards the development and improvement of the knowledge, understanding and practice of the arts.

3.2 A financial summary is shown in Appendix 1. Prior to this meeting an overall sum of £ is available for distribution.
4. Project Partnership Funding
4.1 The applications for the support of arts projects are listed in Appendix 2 and include specific requests for £16,300. Funding recommendations totalling £6,200 are proposed as set out in Appendix 2. The papers in the Appendix show details of all applications and they are prefixed with the letter A. Local Members have been consulted on these applications and any comments are included. The project's contribution to the County Council's Corporate Strategy has been highlighted in the details of Appendix 2.
Recommendation
That the awards recommended in this report be approved.

Application A23 Children's Concerts
Applicant Elizabeth Gotto Children's Concerts Petersfield

Purpose For Which Assistance Is Sought
Children's Concerts have annually staged concerts in Petersfield, Winchester, Portsmouth and Southampton for children aged five to eleven years. This application is for concerts taking place in Petersfield and for Winchester area schools. The organisation has had to move the concerts previously based in Winchester to Southampton due to venue hire costs and has ascertained that Winchester based schools will still be willing to attend. The concerts include short orchestral pieces, a narrative piece and a song for audience participation written specifically for the concerts and given to schools to learn before the event. The concerts are performed by Southern Pro Musica, a full symphony orchestra of local professional musicians
with their conductor John Willcocks, and are publicised through local schools. The concerts will take place in Petersfield on 2 February 2005 and in Southampton on 3 February 2005.

Additional Comments Winchester City Council is unable to fund this project. The organisation
will be submitting an application to Southampton City Council. The organisation's parent organisation, Southern Orchestral Concerts Society is already in receipt of funding from East Hampshire District Council and Petersfield Town Council.

Purpose For Which Assistance Is Sought
Solent Waves is a monthly newsletter detailing folk activities in South Hampshire and surrounding areas. It is available to all folk dance clubs and song and music clubs in the area. It is distributed to libraries and information bureaux and is sent to members for the Folk Association of East Hants and English Folk Dance and Song Society.

Application A25 Storm In A Teacup

Purpose For Which Assistance Is Sought
Josh Elwell will be working with children aged 5 to 11 from Hale School near Fordingbridge, the Ringwood Waldorf School and Mount Pleasant School, Southampton to develop a piece of new theatre for young audiences. The piece will be based on The Tempest and explores the themes of storms and displacement and the children's experience of travel and emigration. The workshops will culminate in a joint performance by all three schools and a piece of professional theatre containing puppetry, storytelling and live music that will tour to schools and community venues throughout Hampshire.

Purpose For Which Assistance Is Sought
Kala Chethena Kathakali Company will be providing a series of workshops for children and young people at Hiltingbury Infants School in Chandlers Ford from November 2004 to July 2005. The workshops will introduce the participants to Bharathanatyam dance, Kathakali drama, south Indian drumming and Sanskrit singing. The project will culminate in a performance involving internationally renown performers. As part of the organisation's ongoing commitment to working with people with disabilities workshops will also be provided for a group of Basingstoke children with autism.

Winchester & District Special Needs Activities & Play Schemes will be holding workshops for children and young people with special needs aged between 5 to 19 in the Winchester district during the summer holidays and term time from September to December 2004. The workshops are led by professional artists, musicians and performers and provide specially tailored opportunities to work in art, dance, drama, photography, music and mask making.

Purpose For Which Assistance Is Sought
The Forest Bus operates a mobile community centre providing families, children and young people in areas of rural and urban isolation with opportunities to participate in the arts and other activities. The organisation will be touring a Zimbabwean band to venues in Calshot, Blackfield, New Milton and Pennington from 2 to 13 August 2004, offering the opportunity for people in these communities to take part in workshops and see the band perform.

The Jubilee Choir intend to set up an arts festival for the community of Odiham. The festival

The organisation intend to encourage participation by young people in both the photography competition and in an opportunity to join the choir for the performance of the Messiah.

Staunton Live is an arts festival that will take place on 14 and 15 August 2004 at Staunton Country Park. The festival will celebrate the diversity of local artists and arts organisations with live music performances, theatre performances and art-based workshops provided by the organisation's community partners which include Music Fusion, Havant Arts Centre and Making Space (formally Leigh Park Crafts Initiative). The festival is part of Staunton Country Park's commitment to provide the local community with an accessible venue for cultural and recreational activity.
