1. Summary

1.1 The following decision is sought:

    That the Executive Member endorses the comments made by the Policy Review Committee at its meeting on 1 July 2004 on the draft Hampshire and Isle of Wight Sports Strategy.

2. Reason

    To provide Hampshire County Council's views on the draft strategy as part of the consultation process and to assist with the delivery of the aims of the Corporate Strategy including maximising life opportunities, building strong and safe communities, improving services and developing councillors and staff.

Hampshire and Isle of Wight draft Sports Strategy

1. Purpose

1.1 This report provides members with the opportunity to comment on the draft sports strategy for the Hampshire and Isle of Wight Sports Partnership.

2. Background

2.1 In January 2003, the Recreation and Heritage Policy Review Committee and the Executive member for Recreation and Heritage agreed to support the development of a sports strategy for the Hampshire and Isle of Wight Sports Partnership as opposed to a strategy exclusively for Hampshire County Council delivered through it's sports development unit.

2.2 This was for a range of reasons which included the very many developments that have taken place and which continue to take place in sport and physical education that necessitate partnership working with a large number of agencies including, the Department for Culture, Media and Sport, the Department for Education and Skills, the Department of Health, Sport England, Sports Coach UK, The Youth Sports Trust, District Councils, schools, etc. Even since this report, the Government has published its strategy for sport "Game Plan", Sport England have produced the Framework for Sport in England and the South East Regional Sports Board has produced a regional strategy - " Mission: Possible" all of which have significantly impacted upon this draft strategy. Further, the Chief Medical Officer and government departments have also been alerting the country to the worrying and escalating prevalence of obesity as well as the known concerns over heart disease and an increasingly sedentary lifestyle.

2.3 The protracted consultation period involved in taking this draft strategy forward has been because of these very significant changes in sport linked to funding streams. The County Council and the Sports Partnership have been extremely successful in attracting external funding for its work and it has been essential to ensure that this strategy reflects the needs of all partners so that this success rate continues.

3. Feedback

3.1 Members will have had the opportunity to read the strategy (Appendix 1) and to have looked at the consultation proforma that accompanies the strategy (Appendix 2). Member's comments in relation to the questions posed would be valued as part of the consultation process.

4. Way forward

4.1 The consultation period is open until 23 July 2004. District Sports Development Officers will be carrying out local consultation and Hampshire County Council will be consulting strategic organisations such as Sport England, Governing Bodies of Sport, and other relevant strategic organisations. Public consultation is also being promoted through links on the sports website.

4.2 After the close of the consultation period, a revised strategy will be produced which can then begin to guide the work of all partners from September 2004.

4.3 It would be the intention of the sports development service and the Sports Partnership to develop an interim action plan relating to the strategy from September onwards and a full action plan from April 2005.

Recommendation

    That subject to the views expressed by the Committee during the meeting, the Strategy be supported and submitted to the Executive Member for Recreation and Heritage for his consideration.
