1. Summary

1.1. The following decision is sought.

That Councillor P. Heath be appointed onto the Joint Authorities Gypsy and Traveller Panel until the Annual Meeting of the Council in 2005.

2. Reason(s)

2.1. This is in response to the Executive Member for Policy and Resources
decision day meeting on 19 February 2004 at which the Leader undertook to
nominate additional County Council representation on the Joint Authorities
Gypsy and Traveller Panel. It supports Aim 5 of the Corporate Strategy
(Improving Services).

2.2. The Gypsy and Traveller Panel is operated under the auspices of the Hampshire and Isle of Wight Local Authorities Association (HIOWLA) and consists of all
the local authorities in Hampshire (County, Unitary and District). Parish Councils
are represented as are Hampshire Police at a senior officer level.

2.3. The Leader, at his decision day on 8 April 2004, appointed Councillors R. Baulk, K. Chapman and A.P. Collett to the Panel. However, it is felt that one further County Councillor appointment would be beneficial. Councillor P. Heath, a former Panel Member, is keen to continue his involvement after his recovery from ill-health, and is nominated as the fourth County Council Member on the Panel.
