1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal for the installation of a Puffin crossing on Petersfield Road, Havant, at an estimated cost of £95,000, be approved.
2. Reason
2.1 This decision supports Aims 4 and 5 of the Corporate Strategy (Building Strong and Safe Communities and Improving Services) by improving pedestrian safety, particularly those with disabilities.
3. Other Options Considered and Rejected
3.1 It is considered that the proposed Puffin crossing is the only suitable option.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT (Client Department) |

Petersfield Road provides a main route into Havant from the north, which continues to accommodate a high volume of traffic. The dual carriageway separates important amenities in the town such as the schools, college, railway station and shops. Havant College are also funding a footway link to allow student direct access to the crossing Traffic flows along Petersfield Road remain high, resulting in a number of reported pedestrian conflicts. A need has been identified for a safe and convenient pedestrian crossing facility. Surveys undertaken of traffic and pedestrian flows provide a PV2 value of 4.9 x 108 for the four busiest hours of the day and justify the provision of a formal crossing as indicated on the attached location plan. Petersfield Road is within a 30 miles per hour speed limit where speeds are within the range expected for the speed limit. This, in combination with the high pedestrian levels, provides the conditions where a Puffin crossing is the most appropriate and acceptable type of installation. The funding for the Puffin will be covered long term by the developer of Oak Park Hospital, however this will not be secured in a legal agreement for some months. It has therefore been agreed that the project remain in the capital programme to enable it to continue, with costs being transferred at a later date. |

The crossing design complies with the Department for Transport and Hampshire County Council standards, and has been safety audited at the appropriate stages in the design process. The provision of a crossing at this location is justified in accordance with the normal criteria. | |

No land acquisition required. All works to be confined within existing public highway limits. | |

The proposals incorporate tactile paving for the visually impaired, with flush kerbs at the crossing for wheelchairs, prams and the less mobile. | |

The revenue implication of this proposal will be taken into account in the setting of the annual base budget. | |
